Wang Yang stressed that serving "agriculture, rural areas, and farmers" is the foundation of existence and the basis for survival of supply and marketing cooperatives, and supply and marketing cooperatives must put serving agriculture first. Promote supply and marketing cooperatives to extend from circulation services to full-process agricultural socialized services, expand toward all-round urban and rural community services, and accelerate the formation of a comprehensive, large-scale, and sustainable service system for agriculture. It is necessary to accelerate the transformation of grassroots cooperatives, through various channels such as labor cooperation, capital cooperation, and land cooperation, adopt various forms such as the cooperative system and the shareholding cooperative system, broadly absorb farmers and various new types of agricultural operating entities into the cooperatives, and continuously strengthen the organizational and economic ties between supply and marketing cooperatives and farmers. It is necessary to strengthen the joint cooperation of supply and marketing cooperatives at all levels, further rationalize the relationship between the cooperative and enterprises, and build an industry guidance system led by the joint cooperative organs and an operating service system supported by cooperative-owned enterprises. All regions and relevant departments must strengthen organizational leadership, clarify reform tasks, implement support policies, carefully organize implementation, and ensure the smooth advancement of reform.
