National Agricultural Reclamation Launches New-Type Professional Agricultural Worker Training Project in Beijing
On March 31, the National Agricultural Reclamation New-Type Professional Agricultural Worker Training Project was launched in Beijing.
The meeting pointed out that new-type professional agricultural workers are the main force driving the reform and development of agricultural reclamation, and are the talent support for cultivating international large grain merchants with Chinese characteristics in agricultural reclamation. Agricultural reclamation departments at all levels must closely focus on the main thread of cultivating international large grain merchants in agricultural reclamation, firmly grasp the key link of strengthening the construction of the agricultural reclamation talent team, fully launch and implement the National Agricultural Reclamation New-Type Professional Agricultural Worker Training Project, make full use of modern information technology, strive to build agricultural reclamation into a major base for cultivating high-quality agricultural management talents and new-type professional agricultural workers, and build state-owned farms into a great school for the growth of new-type professional farmers.
⟦NL> The meeting required that all reclamation areas treat the cultivation of new-type professional agricultural workers and new-type professional farmers as an important foundational task, with top leaders taking overall responsibility and personally overseeing it; establish and improve as soon as possible the systems of vocational education and training, skill appraisal, certification management and support policies, scientifically select cultivation targets, not only focus on cultivating talent within reclamation areas but also extend training to new-type farmers in rural areas, cultivate not only talent among farmers on farms and in surrounding areas but also include college students as cultivation targets, and through gradually improving procedures such as voluntary registration, farm recommendation and merit-based selection, give priority to cultivating farming households with a certain educational foundation and production and operation scale into new-type professional agricultural workers needed for modern agricultural development; strive to build a new-type professional agricultural worker education and training system that integrates universal training, vocational skill training and farmer academic education into a “trinity”, adopt diversified cultivation methods such as centralized teaching, distance education, online training and on-site teaching, persist in determining training content for production-and-operation-type agricultural workers by industry, for professional-skill-type agricultural workers by type of work, and for social-service-type agricultural workers by post, focus on training in modern agricultural skills such as improved varieties and methods, pest and disease control, integration of agricultural machinery and agronomy, storage and preservation, and marketing, as well as management concepts, and strive to enable agricultural workers and farmers to be able to learn, love to learn and find it useful, and to understand, remember and apply what they learn; strengthen follow-up monitoring of the effectiveness of cultivation, promptly grasp the formulation and implementation of cultivation plans, the construction of the cultivation system, the management and application of professional agricultural worker files, and the results of cultivation, summarize and promote experience, discover and solve problems, and continuously improve the standardization, systematization and scientific level of training work; make coordinated use of public welfare training institutions such as agricultural broadcasting schools, agricultural vocational colleges and agricultural research institutes, drive and revitalize socialized training resources such as agricultural reclamation enterprises and agricultural cooperatives, and gradually establish and improve a modern cultivation system for new-type professional agricultural workers with reclamation area agricultural broadcasting schools as the main body and multiple forces participating in an orderly manner; study, issue and strive for policies and measures to support the New-Type Professional Agricultural Worker Training Project, gradually establish a system linking policy projects with the skill levels of professional agricultural workers, and actively advance the cultivation process of new-type agricultural workers; make full use of news media such as television, radio, newspapers and periodicals, and the internet to widely publicize the experience and practices of education and training in the agricultural reclamation system and the advanced deeds of new-type professional agricultural workers, shape a good image of the new-type workforce and new-type professional farmers in the agricultural reclamation system, create a favorable social environment and public opinion atmosphere, and jointly write a new glorious chapter in the cause of agricultural reclamation.
Wang Shoucong, Director of the Agricultural Reclamation Bureau of the Ministry of Agriculture, chaired the meeting. According to reports, this year, relying on the distance education platform of the Central Agricultural Broadcasting and Television School, agricultural technical and skill training will be carried out on a large scale in the agricultural reclamation system, focusing on key work such as advancing the cultivation of international large grain merchants in agricultural reclamation, the “three-link” development of the leading dairy industry in agricultural reclamation, and the demonstration and upgrading of high-yield models for grain, cotton, oil and sugar, and organizing a series of lectures on dairy cattle feeding, high-yield and high-efficiency models for grain, cotton, oil and sugar, policy interpretation, and modern enterprise management.
