On April 1, the Ministry of Agriculture held in Beijing a briefing on the results of major preliminary research projects for the “13th Five-Year Plan” for agricultural and rural development, reviewing and evaluating the research results, which also marked that the major preliminary research projects for the plan had entered the “yielding results” stage.

On that day, the heads of 12 research groups from the Chinese Academy of Sciences, the Chinese Academy of Agricultural Sciences, Northwest A&F University and other research institutes and universities respectively introduced their own research ideas, research methods, main viewpoints and policy recommendations. The research results included both predictions of macro trends such as domestic and international agricultural development trends and the security situation for grain and staple food during the “13th Five-Year Plan” period, and breakthroughs in key areas such as modern seed industry, agricultural mechanization and agricultural product processing; they included both the creation of development directions such as major policies for agricultural modernization development and major infrastructure construction projects, and innovations in basic research such as monitoring and evaluation indices for agricultural modernization development, connecting both with the “antenna” and with the ground.

The “13th Five-Year Plan” period is an important period for promoting the transformation and upgrading of modern agriculture and comprehensively deepening rural reform, and formulating and implementing the “13th Five-Year Plan” for agricultural and rural economic development is of great significance. In order to enhance the scientific nature of the plan and improve the transparency of plan formulation and social participation, in July 2014, the Development Planning Department of the Ministry of Agriculture, together with the Finance Department, launched preliminary major research projects for the “13th Five-Year Plan” for agricultural and rural economic development, selecting 72 research groups from across the country to conduct preliminary research on 50 major topics.
