Grain procurement must strictly implement the "five requirements and five prohibitions" industry code of conduct

Recently, the National Grain Administration organized and carried out the collective study of the Party Leadership Group Theoretical Study Center Group for the first quarter of 2015 in three stages under the theme of "strictly enforcing the Party's political discipline and political rules." Ren Zhengxiao, secretary of the Party Leadership Group and director of the Administration, presided over the collective study and delivered a concluding speech. The meeting proposed: it is necessary to strictly supervise the implementation of the "five requirements and five prohibitions" industry code of conduct for grain procurement, and resolutely investigate and deal with actions that violate policy discipline, harm national interests, and harm the interests of farmers and consumers, without tolerating or accommodating them.

The meeting required that upholding political discipline and observing political rules is not about shouting empty slogans, but must be specifically embodied in and implemented in daily work practice. At present, the entire Administration must focus on doing a good job in four areas: First, solidly carry out the themed educational activity of "upholding political discipline and observing political rules." It is necessary to closely integrate with the "three stricts and three honests" educational activity for Party members and cadres, take this collective study of the Administration's Party Leadership Group Center Group as the starting point, and use about three months to organize and carry out a special study and education activity on "upholding political discipline and observing political rules" in all directly affiliated Party committees and Party branches throughout the Administration. Second, strictly implement the central government's decisions and arrangements on grain work and the grain purchase and storage policy beneficial to farmers. It is necessary to take the faithful implementation of the national grain purchase and storage policy and the uncompromising implementation of the central government's policy beneficial to farmers as political discipline and political rules that the grain industry must strictly uphold. Third, strictly adhere to administration according to law, grain management according to law, and handling matters according to law. It is necessary to effectively achieve "no action may be taken without legal authorization, and statutory duties must be performed." No unit or individual may create powers outside the law, and actions of "acting willfully because one has power" must be resolutely avoided. It is necessary to resolutely prevent both laziness in governance, inaction in office, and unwillingness to take responsibility, and also resolutely prevent actions that violate regulations or exceed authority, and strictly handle matters according to procedures and rules. It is necessary to comprehensively establish a system for supervising and holding accountable "key work ledgers," clarify work responsibilities, strengthen daily assessment, and improve work efficiency. Fourth, strictly implement the newly formulated "Work Rules of the Party Leadership Group of the Administration" and the "Work Rules of the National Grain Administration."
