The State Flood Control and Drought Relief Headquarters held its first plenary meeting of the year in Beijing on the 7th. Vice Premier of the State Council and Commander-in-Chief of the State Flood Control and Drought Relief Headquarters Wang Yang stressed at the meeting that, according to experts' consultations and forecasts, this year's meteorological conditions are generally poor, and the situation for flood control, drought relief and typhoon prevention is not optimistic. We must conscientiously implement the decisions and arrangements of the Party Central Committee and the State Council, put ensuring the safety of the people's lives first, base our efforts on guarding against major floods and combating major droughts, conscientiously identify weak links, fully implement all response measures, and carry out flood control and drought relief work in a solid and effective way, so as to provide a strong guarantee for promoting steady and healthy economic development and maintaining social harmony and stability.

Wang Yang pointed out that, as economic and social development advances and the impact of global climate change intensifies, the situation of droughts and floods has become more complex, and the task of disaster prevention and mitigation has become more arduous. All regions and relevant departments must earnestly strengthen organizational leadership, conscientiously implement the administrative chief responsibility system, and carry out flood control and drought relief work in a law-based, scientific, unified, forceful, orderly and effective manner. We must promptly make pre-flood preparations, accelerate the reinforcement of dangerous projects, the repair of projects damaged by floods and earthquakes, and the construction of emergency drought relief projects, and ensure that all measures concerning flood control and drought relief projects, teams, contingency plans and materials are fully in place. We must strengthen weather forecasting and disaster monitoring and early warning, intensify flood-season duty, dam patrols and hazard inspections, and emergency rescue of dangerous situations, and make every effort to avoid casualties. We must step up the promotion of water-saving technologies, steadily advance reform of the water pricing and water rights systems, and establish a new water-saving mechanism. Taking a long-term view, we must strengthen the construction of flood control and drought relief infrastructure, promote the rational use and protection of water resources, and raise the level of disaster prevention and mitigation.
