Yu Xinrong: Accelerate the Building of a Modern Fruit Industry to Help Secure a Moderately Prosperous Society in All Respects
On April 8, the fourth session of the 2015 national rotation training for directors of major agriculture, animal husbandry and fishery counties - the training class for agricultural directors of key horticultural crop (apple) counties - opened at the Northwest A&F University branch of the Agricultural Management Cadre College of the Ministry of Agriculture. Vice Minister of Agriculture Yu Xinrong attended the opening ceremony and delivered a keynote report.
Yu Xinrong pointed out that the modern fruit industry is an important component of modern agriculture. Accelerating the building of a modern fruit industry, as an important supplement to safeguarding national food security, will powerfully guide the transformation of the agricultural development model, promote the improvement of agricultural competitiveness and support the construction of ecological civilization. It plays a vital role in achieving the goal of securing a moderately prosperous society in all respects. We must, from an overall and strategic height, fully understand the importance and urgency of accelerating the building of a modern fruit industry, raise the level of science and technology and industrialization in the fruit industry, promote quality improvement and efficiency enhancement in the fruit industry, and make new contributions to securing a moderately prosperous society in all respects.
Yu Xinrong stressed that to achieve leapfrog development from the traditional fruit industry to the modern fruit industry, it is necessary to establish the “three concepts” of safety, efficiency and green development, grasp the “five requirements” of intensive production, regionalized layout, socialized services, industrialized operation and networked marketing, build the “three major systems” of the modern fruit industry, namely the industrial system, the production system and the operation system, and focus on doing five tasks well: First, strengthen planning guidance and accelerate the building of advantageous industrial belts. In accordance with the requirements of suitable planting in suitable areas, industrial driving and ecological environmental protection, guide resources, funds and technology to concentrate in advantageous fruit-producing areas, and create a number of high-yield, high-efficiency, resource-saving and eco-friendly fruit industry belts. Second, advance scientific and technological innovation and raise the level of production technology. Organize scientific research institutions to carry out joint research, accelerate the breeding of a number of new varieties with high yield, high quality and multiple resistance, develop fruit production machinery, assemble supporting cultivation techniques, advance seed industry innovation and the integration of agricultural machinery and agronomy, and use modern information technology to implement standardized orchard production and information-based management. Third, advance the linkage between production and marketing and raise the level of industrialization. Relying on national fruit wholesale markets, strengthen the building of wholesale markets in distinctive production areas according to local conditions; through market guidance and exhibition and promotion, promote the linkage between fruit production and marketing and smooth circulation; and by regularly publishing catalogues of famous, special, excellent and new agricultural products, cultivate a number of self-owned fruit brands with good quality, strong reputation and high market share. Fourth, advance institutional innovation and raise the degree of organization. Accelerate the cultivation of new types of business entities, and advance large-scale operation and standardized production; accelerate the building of a new socialized service system, and encourage and support specialized commercial service organizations to better serve the development of the modern fruit industry. Fifth, advance pest and disease prevention and control and raise the level of production safety guarantee. Strengthen the management of fruit tree seedlings, increase the supply of healthy seedlings and reduce the risk of pest and disease damage; through timely monitoring and effective blocking and control, intercept the invasion of harmful organisms and control their spread; and in areas where harmful organisms occur relatively seriously, resolutely remove and safely dispose of infected plants to reduce sources of infection in the field.
A total of 110 people participated in this training session, including agricultural (fruit industry) directors from 8 provinces and autonomous regions such as Shandong and Shaanxi in the Bohai Bay and Northwest Loess Plateau apple advantage belts, as well as cadres from the Ministry of Agriculture system.
