National Symposium on Livestock and Poultry Slaughter Supervision Held in Nanning, Guangxi
Recently, the National Symposium on Livestock and Poultry Slaughter Supervision was held in Nanning, Guangxi. The meeting emphasized that agricultural and animal husbandry departments at all levels must closely focus on the two main themes of "deepening reform to promote development, and supervising according to law to ensure safety," and strive to make achievements and breakthroughs in three major systems: the new slaughter supervision system, the slaughter regulations and standards system, and the slaughter industry support policy system, working hard to push slaughter industry management and industrial development to a new level.
The meeting pointed out that in 2014, the Ministry of Agriculture and agricultural and animal husbandry departments at all levels, in accordance with the unified deployment of the State Council's institutional reform and function transformation, focused on both adjusting slaughter supervision responsibilities and managing the slaughter industry, and achieved positive results in all areas of work. As of now, the adjustment of slaughter supervision responsibilities at the Ministry of Agriculture and the provincial level has been basically completed, slaughter industry supervision work has been steadily advanced, and the special rectification campaign for pig slaughtering has achieved phased results.
The meeting required that agricultural and animal husbandry departments at all levels fully implement the spirit of the Central Rural Work Conference and the National Agricultural Work Conference, improve the supervision system, innovate supervision approaches, and focus on four key tasks: First, strengthen supervision and guidance; on the premise of ensuring the quality of the handover of slaughter supervision responsibilities, deeply promote the adjustment of slaughter supervision responsibilities at the municipal and county levels, and establish a vertically connected livestock and poultry slaughter supervision system as soon as possible. Second, strengthen supervision and law enforcement, deeply organize and carry out the special rectification campaign for pig slaughtering, continue to do a good job in reviewing and cleaning up the qualifications of designated pig slaughtering enterprises, and maintain the development order of the slaughter industry. Third, strengthen legal system construction, continue to coordinate with relevant departments to strive to resolve legislative difficulties, accelerate the legislative process of the "Livestock and Poultry Slaughter Management Regulations," draft relevant supporting rules, improve the livestock and poultry slaughter supervision and law enforcement system, and gradually establish and improve the livestock and poultry slaughter regulations and standards system. Fourth, strengthen situation analysis, further strengthen livestock and poultry slaughter statistical monitoring, deeply carry out special research on the development of the livestock and poultry slaughter industry, and promote the healthy and orderly development of the slaughter industry.
