Han Changfu stresses during Hebei research tour: effectively carry out spring agricultural production
On April 8-9, Agriculture Minister Han Changfu stressed during a research tour in Hebei Province that agricultural departments at all levels must earnestly implement the spirit of the national conference on spring agricultural production and forest and grassland fire prevention, and closely focus on the main line of work of “stabilizing grain, increasing income, adjusting structure, improving quality and efficiency, and transforming the development model”, do a good job in all aspects of spring field management and spring plowing preparation, and go all out to secure a bumper summer grain harvest; it is necessary to accelerate the transformation of the agricultural development model, focus on optimizing and adjusting the structure of agricultural planting and breeding, and on the basis of stabilizing production in core grain areas, promote the coordinated development of the three-element planting structure of grain, cash crops and forage, vigorously develop herbivorous animal husbandry, and improve agricultural competitiveness.

Han Changfu went successively to fields, villages and enterprises in some districts and counties of Shijiazhuang, talked with wheat experts, cadres and the masses, and enterprise leaders, and held a symposium to learn about spring wheat field management, water-saving irrigation, integrated water and fertilizer management, agricultural structural adjustment, dairy industry development and other related matters, and earnestly listened to everyone's opinions and suggestions.
At the wheat production and integrated water and fertilizer demonstration site in Beimeng Village, Xiguan Town, Gaocheng District, Han Changfu walked into the lush green wheat field, talked carefully with a large grain grower who was using micro-sprinkler irrigation technology, earnestly listened to the introduction by Guo Jinkao, a researcher at the Shijiazhuang Academy of Agriculture and Forestry Sciences and a wheat expert, inspected the wheat growth, and asked about the input, water use and other conditions of micro-sprinkler irrigation. When he learned that micro-sprinkler irrigation not only saves more than half the water per mu compared with flood irrigation, but can also save about 10% of cultivated land, he fully affirmed this. Han Changfu pointed out that Shijiazhuang is a core grain production area, but Shijiazhuang and indeed the whole of North China are areas extremely short of water resources, so it is necessary to follow the path of water-saving agriculture, plant more high-quality, water-saving wheat, and ensure the stable development of grain. At present, which is the key season for spring plowing and preparation, agricultural departments should increase guidance and services, firmly implement key measures, strengthen spring field management, strengthen the implementation of planted area, strengthen supervision of agricultural inputs, improve the use efficiency of chemical fertilizers, land, pesticides, water and so on, increase farmers' income from grain growing, and ensure a good harvest of summer grain and oil crops.
The integration and interaction of the primary, secondary and tertiary industries is a current focus of transforming the agricultural development model, and Tayuanzhuang Village in Zhengding County has actively explored this. The village cooperated with Huicong E-commerce Co., Ltd. to build an e-commerce industrial park, which promoted the integrated development of traditional and emerging industries and realized online-offline integration. Han Changfu walked into the agricultural products electronic trading hall, learned about e-commerce entering rural areas and the operating model of the Hebei Commodity Trading Center, real-time agricultural product trading prices, and settlement methods, and held detailed exchanges with enterprise leaders and village cadres on agricultural products relying on e-commerce sales. Han Changfu pointed out that the e-commerce industrial park built by Tayuan Village in cooperation with the enterprise is a perfect combination of e-commerce and spot trading, and fully embodies the innovative spirit of “Internet Plus”. He encouraged enterprise leaders to keep social responsibility in mind and, while doing a good job in agricultural product sales, strive to explore the use of e-commerce to provide more social and livelihood services and offer farmers more convenience in buying tickets, obtaining loans and other aspects. Afterwards, he also went to the Guangcai Jinju Tayuanzhuang Elderly Care Service Center to learn about home-based elderly care services, and visited the home of villager Li Caifang to learn about the improvement of people's livelihood in the village and other work.
Han Changfu was very concerned about the issue of optimizing and adjusting the agricultural structure, and made a special trip to Junlebao Dairy Co., Ltd., walking into the farm and processing workshop to learn about dairy industry development, product quality and quality safety and other work. He pointed out that for China's dairy industry to develop steadily and rapidly, the first priority is to ensure quality and safety. A quality and safety incident can bring down an enterprise, and one round of public opinion hype can bring down an industry. Therefore, dairy research and development must broaden its thinking, and not only achieve high yield, but also achieve high quality and safety, which is very important for industrial development, people's consumption and rebuilding the image of China's dairy industry. He stressed that transforming the model and adjusting the structure of agriculture is an important task in current agricultural development, and it is necessary to plan early and lay out early, support major grain-producing areas in developing animal husbandry and grain processing, and carry out pilot projects in suitable areas for converting grain to feed and combining planting with breeding, so that agricultural development is coordinated and matched with resources and the environment, and efforts are made to improve the quality and efficiency of agricultural development.
