The national teleconference on the special rectification action for agriculture-related funds was held in Beijing on the 14th, and Vice Premier Wang Yang of the State Council attended the meeting and delivered a speech. He stressed that carrying out the special rectification of agriculture-related funds is a major matter in the current work related to agriculture, rural areas and farmers, and it is necessary to clarify responsibilities, highlight key points, and advance in a coordinated manner, resolutely correct violations of rules and laws, accelerate the establishment of a standardized and transparent management system, comprehensively improve the management level and use efficiency of agriculture-related funds, provide support for promoting stable agricultural development and sustained increases in farmers' incomes, and create conditions for stabilizing growth, promoting reform, and improving people's livelihood.
Wang Yang pointed out that in recent years, national fiscal investment in agriculture, rural areas and farmers has increased substantially, and the use and management of agriculture-related funds have generally been good, but there are still some areas that are irregular, imperfect, and inadequate. In some cases, funds were not directed accurately, were misused and abused, and suffered serious losses and waste; in others, they were delayed in allocation, left idle, accumulated, and long remained unused in accounts. In particular, problems such as misappropriation, interception, fraudulent acquisition, and embezzlement have occurred from time to time, causing a vile social impact. Through carrying out the special rectification action, it is necessary to identify problems, carry out in-depth rectification, establish rules and systems, and plug loopholes. For regions and fields where problems are frequent and prone to occur, rectification must focus on them. Those who violate rules and laws must be severely punished.
Wang Yang stressed that it is necessary to take the special rectification action as an opportunity to earnestly carry out pilot reforms in the management of agriculture-related funds, accelerate the transformation of government functions related to agriculture, gradually delegate approval authority, strengthen performance evaluation, promote information disclosure, and build a comprehensive supervision framework for agriculture-related funds featuring government supervision, public participation, social coordination, and rule-of-law safeguards, so as to ensure that agriculture-related funds operate safely, in a standardized manner, and efficiently.
