Nongban Cai [2011] No. 130

To the agriculture (farming and husbandry, rural economy), agricultural machinery, animal husbandry, veterinary, state farm, township enterprise, and fishery departments (bureaus, commissions, offices) of all provinces (regions, municipalities) and municipalities with independent planning status, the Agriculture Bureau of the Xinjiang Production and Construction Corps, all departments and bureaus of the Ministry, directly affiliated units of the Ministry, and other relevant units:

In order to carry out the arrangement of agricultural fiscal project expenditures for 2012 and ensure the smooth progress of compiling project expenditure budgets according to economic classification, the guidelines for projects such as agricultural ecological environmental protection are hereby issued to you, and matters concerning project application are notified as follows:

1. Agricultural fiscal projects for 2012 will continue to be subject to open application. Please apply in accordance with the relevant requirements for project units in each project guideline, with units that meet the relevant qualifications and conditions submitting applications; competent departments at all levels must strictly review applications to avoid invalid applications.

2. The application work for 2012 agricultural fiscal projects shall follow the principle of proceeding from the lower level to the higher level and compiling level by level. Project applicant units shall compile and submit project application documents level by level in accordance with the requirements of the project guidelines, and competent departments at all levels may not compile or submit applications on behalf of others. Among these, applicant units shall reasonably calculate project expenditures and carefully verify and fill in the fund economic classification budget table in the project implementation plan; expenditure items not listed in the fund economic classification budget table may not be applied for under any circumstances.

3. According to the requirements of the Notice of the Ministry of Finance on Compiling the 2012 Central Department Budget (Caiyu [2011] No. 370), in 2012, on the basis of the 2011 reduction of expenses for going abroad (overseas), official reception expenses, and official vehicle purchase and operating expenses, collectively known as the “three public expenses”, the scale of related expenditures will continue to be controlled. The competent departments and units for each project must strictly review the fund economic classification budgets, and the expenditure scale of the “three public expenses” in the economic classification budgets of each project in 2012 may not exceed the 2011 scale. In addition, according to the provisions of the Ministry of Finance's 2012 Government Revenue and Expenditure Classification Subjects, in 2012 official vehicle purchase and operating expenses are adjusted into two subjects: official vehicle operation and maintenance expenses and other transportation expenses.

4. Project applicant units at all levels shall compile and submit applications carefully in accordance with the project guidelines, and competent departments at all levels shall complete review and consolidation work. All application documents from local competent departments and relevant units shall uniformly use documents numbered with the finance (planning and finance) document number, and the relevant materials shall be submitted to the relevant business departments and units of our Ministry in accordance with the requirements of the project guidelines before October 17, 2011; in principle, those exceeding the submission deadline will not be accepted. If the project guidelines have other requirements for the application time, the application time required in the guidelines shall prevail. After review and consolidation by the relevant departments and units, they shall be submitted to the Department of Finance in early November (the specific time will be notified separately).
