Vice Minister of Agriculture Yu Kangzhen recently stated that at present China's fishery resources are declining and environmental pollution is very serious, scientific and technological progress and innovation capacity need to be improved, and there is an urgent need to transform the development mode and accelerate the development of modern fisheries.

Yu Kangzhen recently stated at the national rotation training class for directors of major agriculture, animal husbandry and fishery counties that in order to transform the fishery development mode, current efforts must focus on the “three remediations”, “two transformations” and “one conservation”:

First, do a good job in remediating nets, remediating boats and remediating illegal fishing. Resolutely and thoroughly eliminate “sterilization nets” and other banned fishing gear, and accelerate the establishment of a fishing gear access and use system; resolutely rectify the “three withouts” problem of fishery-related vessels, and severely crack down on boats using false plates and illegal boatbuilding; reduce inshore fishing intensity, and effectively prevent, control and handle illegal and non-compliant acts such as poaching and indiscriminate fishing, and cross-border fishing into neighboring countries.

⟦NL> Second, promote fishermen's transfer to other industries and the transformation of fisheries. It is necessary to promote the timely completion of the project to settle boat-dwelling fishermen ashore, and create conditions for fishermen to reduce boats and transfer to other industries and for resource and environmental protection; vigorously adjust the product structure, actively develop ecological and healthy aquaculture, greatly raise the level of scientific and technological innovation and application, and improve the quality and safety level of aquatic products.

Third, strengthen the conservation of fishery ecology. It is necessary to adhere to and continuously improve the closed fishing and fishing ban system, continue to organize and implement the release of proliferated organisms, create national-level marine ranch demonstration zones, strengthen the construction and management of aquatic life protection areas, and comprehensively improve the level of fishery resource conservation and management.

It is reported that a total of 100 people participated in this training class, including fishery directors from major coastal fishery counties and major inland fishery counties with border waters in 18 provinces (regions and municipalities), as well as some cadres from the Ministry of Agriculture system.
