Building modern ecological agriculture around the "one control, two reductions, three basics"
On April 16-17, the 2015 Modern Ecological Agriculture Base Agricultural Cleaner Production Technology Trial and Demonstration Project was launched in Beijing. This year it is mainly being implemented in 13 provinces (regions, municipalities) including Shanxi, Inner Mongolia, Ningbo, Liaoning, Shandong, Henan, Hubei, Guangdong, Chongqing, Guizhou, Gansu, Jiangsu and Anhui.
According to Wang Yanliang, deputy director of the Department of Science, Technology and Education of the Ministry of Agriculture and director of the Agricultural Ecology and Resource Protection Station, the project starts from specific points, targets prominent problems in regional agricultural resources and the ecological environment, takes the concept of agricultural circular economy as its guide, closely combines with leading agricultural industries, and integrates and innovates typical technologies and models of modern ecological agriculture, gradually realizing "one control, two reductions, three basics" within the base areas, creating a group of modern ecological agriculture bases with distinctive characteristics in different regions, and driving and leading the development of modern ecological agriculture.
The meeting defined four basic tasks of the modern ecological agriculture base project:
First, carry out trials and demonstrations to build regional models. Relying on new types of operating entities such as large growers, family farms, farmers' professional cooperatives and agricultural parks, carry out trials and demonstrations of agricultural cleaner production technology, innovate ecological agriculture technology models and institutional mechanisms, build demonstration models of ecological agriculture construction with different regional and distinctive characteristics, and achieve reproducibility and scalability of the demonstration models within the same region.
Second, strengthen technical guidance and form technical standards. The project expert group should strengthen technical services and guidance, focus on researching and innovating key links in agricultural production, improve and upgrade them, and form technical standards and regulations; integrate corresponding key technologies, clarify the connection and quantitative ratio relationships among agricultural components, form a batch of typical models suited to agricultural development, and promote the scaled and standardized development of ecological agriculture.
Third, carry out dynamic monitoring and evaluate construction effects. Build and improve a dynamic monitoring platform for ecological agriculture bases, continuously detect quality indicators such as water, soil, air, inputs and agricultural products in the bases, carry out analysis and comparison of qualitative and quantitative data, evaluate the construction effects of the bases, and achieve the organic unity of social benefits, economic benefits and ecological environmental benefits.
Fourth, carry out mechanism research and put forward policy recommendations. Summarize and distill the good experiences and good practices of modern ecological agriculture construction in various places, explore and study mechanisms and policies such as ecological red lines, ecological product certification and ecological compensation, and ensure that ecological agriculture technology models can be effectively applied and promoted.
It is understood that in order to ensure that base construction achieves practical results and gives play to the demonstration and leading role, the Agricultural Ecology and Resource Protection Station of the Ministry of Agriculture established a guidance expert group to provide technical guidance to the bases, identify prominent problems in the agricultural ecological environment, design technical solutions one by one, establish a real-time dynamic monitoring mechanism, quantitatively evaluate the project construction effects, and provide a practical foundation for fighting the tough battle against agricultural non-point source pollution.
