Policy grain depots in the three northeastern provinces become a key focus of National Food Administration inspections
The National Food Administration released a notice today: it will thoroughly investigate and strictly supervise the relevant enterprises in Liaoning and Jilin exposed by CCTV. This year, the policy-related grain stockpiles purchased and stored in the three northeastern provinces and one region will be made a key focus of the national grain stock inspection, and grain departments at all levels are required to severely investigate and punish problems such as passing off old grain as new, buying first and then reselling, and buying low and reselling high, among other "revolving grain" schemes.
The National Food Administration supervises the thorough investigation of grain depots in Liaoning and Jilin provinces exposed by CCTV for violating national grain purchase and storage policies
On April 17, CCTV's "News Live Room" and "Focus Interview" programs successively reported that some grain depots in Liaoning and Jilin provinces, during the process of policy-related grain purchase, storage and sales out of depots, passed off old grain as new grain and maliciously fraudulently obtained price-difference subsidies, seriously harming the interests of the state and grain farmers. The National Food Administration attached great importance to this. Ren Zhengxiao, secretary of the Party Leadership Group and director of the administration, made arrangements immediately, requiring the grain departments of Liaoning and Jilin provinces to immediately conduct a thorough verification of the serious problems of the enterprises exposed by CCTV. The National Food Administration immediately dispatched verification work teams to the two provinces to supervise on site, and to seriously handle, in accordance with law and discipline, the enterprises and responsible persons that violated national grain purchase and storage policies, fraudulently obtained the price difference between new and old grain and national subsidies, and harmed the interests of grain farmers. Wu Zidan, member of the Party Leadership Group and deputy director, set specific requirements for the verification work.
That evening, the grain bureaus of Liaoning and Jilin provinces, in accordance with the arrangements and requirements of the National Food Administration and the provincial people's governments, studied and analyzed the case overnight, formulated verification plans, and selected capable personnel. On April 18, they respectively dispatched verification work teams led by bureau leaders to Kaiyuan in Tieling, Liaoning, Qianguo in Songyuan, Jilin, and other places to carry out on-site verification, immediately sealing up the grain involved in the case, controlling key persons involved in the case in accordance with law, clarifying the truth of the problems, and seriously pursuing the responsibility of the relevant enterprises and personnel. Sinograin also promptly sent personnel to the enterprises involved in the two provinces for verification and handling. On the same day, two verification and supervision work teams led by Zhao Wenxian, director of the Supervision and Inspection Department of the National Food Administration, rushed respectively to Liaoning and Jilin provinces to guide and supervise the verification work.
The National Food Administration decided that, in addition to strictly supervising the thorough investigation of the relevant enterprises in Liaoning and Jilin exposed by CCTV, it will also make the policy-related grain stockpiles purchased and stored in the three northeastern provinces and one region a key focus of this year's national grain stock inspection. At the same time, it also required the grain departments of all provinces, autonomous regions and municipalities currently conducting annual grain stock inspections to highly focus on and severely investigate and punish various "revolving grain" problems in the process of national policy-related grain purchase, storage and sales out of depots, such as passing off old grain as new, buying first and then reselling, and buying low and reselling high. The National Food Administration required grain departments at all levels to, from the height of observing political discipline and abiding by political rules, earnestly implement the major policies of the Party Central Committee and the State Council on grain work and the policies of strengthening agriculture, benefiting farmers and enriching farmers, strictly implement national grain purchase and storage policies, and never allow any unit or individual to use the central government's farmer-benefiting policies and policy-related grain purchase and storage policies as a means to seek the interests of small groups or fish for personal gain. Acts that violate policy discipline, harm national interests, and harm the interests of farmers and consumers must be resolutely and seriously investigated and punished without any tolerance or leniency.
