To the finance departments (bureaus) and water conservancy (affairs) departments (bureaus) of all provinces (autonomous regions, municipalities directly under the Central Government, and cities under separate state planning), the Finance Bureau and Water Conservancy Bureau of the Xinjiang Production and Construction Corps, and the Finance Department of the Ministry of Agriculture:    

The 2012 central government special subsidy funds for the construction of small-scale on-farm water conservancy facilities have been allocated to all localities (Cai Nong [2011] No. 380 and No. 381; Cai Nong [2012] No. 30 and No. 121), to the Xinjiang Production and Construction Corps (Cai Nong [2012] No. 120), and to the Ministry of Agriculture (Cai Nong [2012] No. 119). In order to carry out the application work for the fourth batch of small-scale on-farm water conservancy key counties and the 2012 small-scale on-farm water conservancy special project construction projects, the Guidelines for Project Approval of the 2012 Central Government Special Subsidy Funds for the Construction of Small-scale On-farm Water Conservancy Facilities (see Attachment 1 to this notice) are hereby issued to you. Please, in accordance with the fund subsidy indicators (see Attachment 3 to this notice) and the requirements of the Guidelines for Project Approval, organize as soon as possible the preparation of the fund application documents and project approval materials, and jointly report them to the Ministry of Finance and the Ministry of Water Resources through the Small-scale On-farm Water Conservancy Management Information System (www.ntsl.org.cn) before August 8, 2012. At the same time, submit 2 paper copies each of the application documents and project approval materials (of which: 1 copy of the application documents to the Ministry of Finance and 1 copy to the Ministry of Water Resources; both copies of the project approval materials to the Ministry of Water Resources).

Applications submitted after the deadline will be deducted points in accordance with the relevant provisions on performance evaluation.
