Strictly Investigate and Punish "Round-Trip Grain"; Improve the Acceptance Inspection and Registration System
On the 21st, the State Administration of Grain issued an urgent notice requiring that during the 2015 national grain inventory inspection, key inspections be conducted on the implementation of national grain purchase and sale policies by collection and storage enterprises.
The State Administration of Grain stated that in recent years, in order to protect farmers' enthusiasm for growing and selling grain, the state has implemented minimum purchase price, temporary collection and storage, and other preferential agricultural policies, and the overall implementation of these policies has been good. However, individual grain operators violating national grain purchase and sale policies and harming farmers' interests still occurs from time to time, and relevant departments have also strictly investigated and punished these non-compliant and disciplinary-violating enterprises and operators.
In order to prevent such cases from happening again, the State Administration of Grain decided to combine the national grain inventory inspection work currently being carried out in various regions to conduct key inspections on the implementation of national grain purchase and sale policies by state policy-oriented grain collection and storage enterprises.
The notice made clear that implementing national grain purchase and sale policies without deviation and carrying out national preferential agricultural policies to the letter is a political discipline and political rule that the entire national grain industry must strictly uphold. It requires highly focused and strict investigation and punishment of various "round-trip grain" problems that may exist in the process of state policy-oriented grain collection, storage, and sale out of warehouses, such as “buying old grain to pass off as new” “collecting first and then transferring” and “collecting low and transferring high.” Targeted special inspections and surprise spot checks shall be conducted on regions and enterprises where contradictions are concentrated and problems are prominent.
The State Administration of Grain emphasized increasing the intensity of investigation and punishment of acts violating national grain purchase and sale policies. At the same time, improve the empty warehouse acceptance inspection and old grain inventory registration systems, strictly implement the reserve grain rotation ledger system, and improve specific measures in links such as purchase, sale, and bidding.
Urge relevant grain wholesale markets to strengthen qualification review for competitive bidding, strengthen communication of bidding transaction information, and prevent "old grain" sold out of auction warehouses from flowing back to enterprises undertaking policy-oriented collection and storage tasks to be purchased as "new grain."
