On April 21-22, in accordance with the deployment arrangements of the State Flood Control and Drought Relief Headquarters, Vice Minister of Agriculture Yu Xinrong went to Guangxi to inspect flood control work. He stressed that at present the south has entered the flood season, and all localities must resolutely implement the central government's deployments, truly give prominence to flood control and drought relief, prepare contingency plans early, clarify responsibilities early, get supplies in place early, and implement measures early, firmly grasp the initiative in disaster prevention and reduction, and base themselves on flood control and drought relief to secure a bumper harvest.
Yu Xinrong successively visited the Laokou Water Conservancy Hub Project in Xixiangtang District of Nanning City and the Nanning Hydrological Station, inspected the construction of facilities such as flood control dikes and hydrological monitoring, held discussions with colleagues from local water conservancy, agriculture and other departments, and gained a detailed understanding of preparations for flood control and drought relief work. Not long ago, Guangxi held a region-wide flood control work conference and made comprehensive arrangements for flood control work. Districts, cities, counties, dangerous reservoirs and flood control projects have implemented a 24-hour duty system, and Yu Xinrong fully affirmed this. He pointed out that it is necessary to fully implement all measures for flood control and drought relief, strengthen organizational leadership and implementation of responsibilities, make preparations for disaster prevention and relief early, ensure that flood control supplies are in place, and strengthen overall coordination, so as to provide strong guarantees for promoting steady and healthy economic development and maintaining social harmony and stability.
Yu Xinrong also inspected the Nanning Modern High-efficiency Characteristic Agriculture Demonstration Park. Guangxi attaches great importance to the construction of modern agriculture demonstration zones. The autonomous region's finance department and the finance departments of cities and counties arranged special funds and adopted a method of supporting construction first and subsidizing later to support the construction of demonstration zones. At present, 12 demonstration zones have passed acceptance checks. The Xixiangtang Modern Agriculture Demonstration Zone mainly grows introduced famous and superior fruit varieties and flowers, and the benefits are very considerable. Yu Xinrong pointed out that while introducing and absorbing, it is necessary to accelerate the cultivation of varieties with independent intellectual property rights, develop characteristic and high-efficiency agriculture, and drive surrounding farmers to increase production and income.
Stabilizing sugar production was also a focus of Yu Xinrong's inspection tour. At the “Sweet Light” Modern Characteristic Agriculture Demonstration Zone “Double High” sugar cane base in Fusui County, Chongzuo City, Yu Xinrong gained a detailed understanding of the base's construction and other conditions from the person in charge of the base and grassroots officials, patiently listened to opinions and suggestions, and went to the fields to carefully inspect land deep loosening and mechanical sowing. The responsible colleague from the region's agriculture department introduced that the autonomous region's Party committee and government, based on resource advantages, optimized the layout, increased investment, and focused on building a 5 million mu high-yield and high-sugar “Double High” sugar cane base. Yu Xinrong was very pleased after hearing this. He pointed out that this is a beneficial exploration of transforming the mode of agricultural development, optimizing the agricultural planting structure, advancing the campaign for green yield-increasing models, and intensively and economically utilizing resources. In the next step, to develop the “Double High” sugar cane base, it is necessary to strengthen farmland infrastructure construction, especially promote deep plowing and deep loosening of soil, implement integrated water and fertilizer technology as a supporting measure, promote healthy sugar cane seedlings, and blaze a new path of high yield and high efficiency, resource conservation and green environmental protection.
