Chinese Academy of Tropical Agricultural Sciences Steps Up Reform and Innovation in 2015 to Lead Tropical Agriculture Development
Website news April 18: The Chinese Academy of Tropical Agricultural Sciences held its 2015 science and technology work conference, to thoroughly implement the spirit of a series of documents from the Party Central Committee and the State Council on the reform of science and technology systems and mechanisms, comprehensively analyze the current situation and opportunities, summarize the 2014 science and technology work, deploy the 2015 science and technology work, and propose to deeply implement the “Tropical Agriculture Science and Technology Innovation Capacity Enhancement Action”, focus on breaking through a number of major bottleneck problems in the development of modern tropical agriculture, and provide strong science and technology support for tropical agriculture to transform its development mode, adjust its structure, and achieve rapid and healthy development.
In recent years, the Chinese Academy of Tropical Agricultural Sciences has, around national goals and the needs of modern agriculture development in tropical regions, continuously expanded its research fields and built a complete scientific research and discipline system covering the entire industrial chain of modern tropical agriculture. Around increasing production, increasing income, and increasing efficiency in modern tropical agriculture, it has carried out science and technology innovation and achievement transformation in all links before, during, and after production, and achieved remarkable results. At present, as tropical agriculture faces an important period of deepening reform and accelerating modernization, it will deeply implement the “Tropical Agriculture Science and Technology Innovation Capacity Enhancement Action”, accelerate the advancement of the Chinese Academy of Tropical Agricultural Sciences’ “Twelve Tropical Agriculture Science and Technology Projects”, work hard to improve land output rate, labor productivity, resource utilization rate, and comprehensive comparative efficiency of agriculture, and lead the development of tropical agricultural science and technology.
The Chinese Academy of Tropical Agricultural Sciences proposed to further strengthen top-level design, scientifically plan the “13th Five-Year Plan” development plan, strengthen alignment with relevant plans of the Ministry of Science and Technology, the Ministry of Agriculture and other ministries and commissions as well as tropical-region provinces, coordinate and unify the “13th Five-Year Plan” overall plan and 5 special plans, coordinate the allocation of various resources across the academy, accelerate reform of systems and mechanisms, and release innovation vitality. Vigorously implement the Tropical Agriculture Science and Technology Innovation Capacity Enhancement Action, closely focus on the Chinese Academy of Tropical Agricultural Sciences’ six major innovation fields and six major discipline directions, strengthen basic research, applied basic research, and applied research, and promote the implementation of twelve tropical agriculture science and technology projects including cost reduction and efficiency improvement of natural rubber, increased production, sugar increase, and efficiency improvement of sugarcane, and green yield increase of grain crops in China’s tropical regions. Strengthen resource integration within the academy and joint collaboration outside the academy, take the lead in or participate in researching the “13th Five-Year Plan” tropical agriculture science and technology needs of the state and tropical-region provinces, and focus on planning special projects under the national “13th Five-Year Plan” key research and development program. Do a good job in discipline platform construction, accelerate the preparation for the State Key Laboratory of Tropical Crop Biology and Genetic Resource Utilization, do a good job in the operation evaluation of the National Engineering Research Center for Important Tropical Crops and the National Agricultural Science and Technology Park, and improve the construction of the large-scale instrument and equipment sharing center, etc.
Focusing on innovation mechanisms, the Chinese Academy of Tropical Agricultural Sciences will accelerate the transformation of tropical agriculture science and technology achievements, write papers on the land, and proposed to vigorously implement the “two-wheel” driven development strategy, fully give play to market mechanisms, and build a trinity development model of “government + science and technology + enterprises”. Strengthen demonstration and extension, serve the “three rural issues ” in tropical regions, actively participate in the construction of various parks and demonstration zones in tropical regions, participate in the construction of the national agricultural science and technology service cloud platform, broadly carry out various forms of special science and technology activities in nine provinces and regions, and explore and implement scientific and efficient agricultural extension models.
In response to the “Belt and Road” national strategy, the pace of the Chinese Academy of Tropical Agricultural Sciences in tropical agriculture “going global” will also be greatly accelerated. It will further deepen international science and technology exchange and cooperation, attract overseas high-end top tropical agriculture scientists and teams to participate in cooperative research, jointly build international science and technology research and development centers with well-known foreign scientific research institutions, and at the same time adopt flexible and diverse cooperation models to provide science and technology support for enterprises “going global”, using tropical crops such as natural rubber, oil palm, cassava, sugarcane, cocoa, and sisal as main planted varieties to establish overseas tropical crop production bases.
