Early deployment required by the Ministry of Agriculture for spring field management and spring plowing preparations
Today is the Start of Spring in the 24 solar terms. Spring field management and spring plowing preparations are about to unfold gradually from south to north. The Ministry of Agriculture recently issued the "Notice on Earnestly Doing a Good Job in Spring Field Management and Spring Plowing Preparations," requiring all localities to attach great importance, take effective measures, and solidly advance spring field management and spring plowing preparations to strive for a bumper summer grain harvest and a good foundation for the whole year's grain and agricultural production.
The Start of Spring comes before the Spring Festival this year, making the farming season very pressing. The "Notice" requires agricultural departments in all localities to arrange and deploy early, widely mobilize and motivate, and quickly set off an upsurge in spring field management and spring plowing preparations. Before the Spring Festival, work plans must be formulated; for key production areas and major crops, sown areas and yield targets must be clearly defined and assigned down to counties and townships, and down to plots; policy publicity must be strengthened to stabilize and expand grain sown area; government staff and agricultural technical personnel must be organized to go to the front lines of spring plowing production, widely mobilizing farmers to enter fields early, manage early, and prepare for plowing early, especially mobilizing migrant workers returning home for the Spring Festival to actively engage in spring field management and spring plowing preparations. At the same time, they must actively cooperate with relevant departments to implement policies such as the minimum purchase price for rice and wheat and temporary storage and purchase of corn, soybeans, and rapeseed, and for the subsidy funds already pre-allocated, these must be delivered to households as soon as possible.
In response to the complex situation this year, including small populations and weak growth of some late-sown wheat in the Huang-Huai region and freezing damage to crops in fields in some areas of the south, the "Notice" emphasizes strengthening classified guidance and focusing on "one promotion and three preventions": for plots with insufficient populations and weak seedlings, apply fertilizer and water early during the green-up stage to promote rapid growth and turn weak seedlings into strong ones; for wheat fields with insufficient subsoil moisture and emerging drought signs, carry out compaction and hoeing, timely watering, and firming the soil, and prepare all technical measures for preventing spring drought early; closely monitor weather changes, apply fertilizer and water in a timely manner, increase temperature and preserve moisture, and guard against "late spring cold"; improve prevention and control plans early, strengthen monitoring and early warning, carry out emergency control in a timely manner, vigorously promote unified prevention and control, and reduce pest and disease damage. In winter rapeseed production areas, timely clear ditches and drain water, reduce field humidity, improve soil permeability, and prevent waterlogging and disease. For rapeseed that has suffered freezing damage and is weak in growth, increase bolting fertilizer and flowering fertilizer to promote the weak to become strong. In addition, do a good job in current vegetable production, especially the recovery of production in frozen plots in the south, to ensure market supply during the winter-spring off-season.
The "Notice" points out that in spring agricultural production, overall coordination must be strengthened, with one hand on spring field management and the other on spring plowing preparations, and all preparations for spring plowing must be made early. Strengthen the dispatch of materials to ensure the supply of agricultural materials such as chemical fertilizers, seeds, and agricultural film needed for spring plowing preparations, and at the same time actively cooperate with relevant departments to deeply carry out special rectification actions against counterfeit agricultural materials and purify the agricultural materials market.
On the basis of winter training, carry out special technical training and various forms of technical services around technologies such as rice greenhouse seedling raising in Northeast China and drought-resistant "water-seated sowing" of corn, centralized rice seedling raising in the south, and plastic film mulching of corn in the northwest and southwest. Carry out a major spring agricultural machinery safety production inspection to ensure the safety of agricultural machinery operations. Especially in Northeast China, in view of the heavy task of spring land preparation this year, allocate large agricultural machinery in advance, organize cross-regional operations, and accelerate the progress of spring land preparation. All localities should organize multi-level work supervision to help grassroots units and farmers solve practical difficulties and problems in production.
It is learned that agricultural departments in some localities have deployed early and acted early, seizing the key period before the Spring Festival to set off an upsurge in spring field management and spring plowing preparations. Jiangsu held a provincial video conference on field management of crops in fields on January 28, requiring classified guidance according to local conditions and implementation of key measures. The Hunan Provincial Department of Finance arranged 150 million yuan to support centralized early rice seedling raising; at present, the procurement of 20,000 high-efficiency germination devices has been completed, 70% of counties and county-level cities and districts have signed purchase contracts for simple steel-frame single-layer seedling-raising greenhouses, and technical training for 110,000 centralized seedling-raising operators has been launched. The Hubei Provincial Department of Finance arranged 60 million yuan to support the construction of a centralized seedling raising and supply system; at present, indicators such as early rice planting area and centralized seedling raising scale have been broken down to major production counties and cities.
