On April 24, the Development and Planning Department of the Ministry of Agriculture held the fourth briefing session on the results of major preliminary research projects for the “13th Five-Year Plan” for Agricultural and Rural Economic Development. The research teams conducted in-depth research on many issues, including reform of the central government's agricultural investment management system and stabilizing and improving the rural land contracting relationship.

Experts from the research teams believe that developing modern agriculture requires clarifying the relationship between the government and the market, transforming government management methods and improving national agricultural investment performance by deepening reform of the central government's agricultural investment management system; it requires mobilizing private capital, financial capital and others to participate in agricultural and rural infrastructure construction so that the market plays a decisive role in resource allocation; and it also requires accelerating the development of a new type of agricultural operation system and a new type of agricultural socialized service system.

At present, issues such as equal exchange of urban and rural factors and equalization of basic public services have attracted much attention. Experts from the research teams put forward many useful suggestions centered on establishing a new type of worker-peasant and urban-rural relationship featuring mutual benefit between industry and agriculture and urban-rural integration. The relevant research teams, closely focusing on the main line of stabilizing and improving the rural land contracting relationship and maintaining it unchanged for a long time, summarized practical experience and successful models from various places and put forward policy suggestions for enriching farmers' land contracting and management rights.

A total of 12 research teams from the Party School of the Central Committee of the Communist Party of China, the Chinese Academy of Agricultural Sciences, Renmin University of China, China Agricultural University, Northwest A&F University, Nanjing Agricultural University, Jiangxi Agricultural University, as well as the Rural Economic Research Center of the Ministry of Agriculture and the Management Cadre College of the Ministry of Agriculture and other scientific research institutions participated in this briefing session.
