Ministry of Agriculture Rewards National Major Seed Production Counties, Advances Support Policies for Modern Seed Industry
On May 4, it was learned from the Ministry of Agriculture that the Department of Industrial Policy and Regulation of the Ministry of Agriculture announced on April 30 the 2015 policy measures for deepening rural reform, developing modern agriculture, and promoting farmers' income growth. These include support policies for advancing the development of the modern seed industry, which will promote the development of the modern seed industry through measures such as implementing the central government fiscal reward policy for national major seed production counties and continuing to carry out new variety demonstration and display.
The support policies for advancing the development of the modern seed industry include six measures. First, implement the central government fiscal reward policy for national major seed production counties (including Hainan Nanfan scientific research and breeding major counties), adopt a merit-based rolling support approach to increase reward and subsidy intensity, include insurance for major food crop seed production in the fiscal premium subsidy catalog, and support the development of the seed production industry.
Second, continue to carry out new variety demonstration and display, establish new variety demonstration and display sites in 140 major counties in the national main grain, cotton, and oil production areas, carry out on-site observation activities and technical training, and provide guidance and services for farmers to select superior varieties and adopt advanced cultivation techniques.
Third, continue to organize and carry out special actions to crack down on infringements of variety rights and the production and sale of fake and inferior seeds, protecting the interests of farmers and variety rights holders.
Fourth, release seed supply and demand and price information, implement the national disaster relief and famine reserve seed storage task of 50 million kg, help disaster-affected areas carry out production self-rescue, and ensure the safety of seeds used in agricultural production.
Fifth, advance major scientific research breakthroughs in national corn and soybean improved varieties, implement a green channel for variety approval, organize the third national census of germplasm resources, and cultivate and promote breakthrough varieties as soon as possible.

Carry out pilot reforms of the equity ratio of seed industry achievements in scientific research institutions such as the Chinese Academy of Agricultural Sciences and China Agricultural University, promote the empowerment of achievements and their conversion through public trading, and stimulate the innovation vitality of scientific and technological personnel. Encourage key scientific and technological personnel in the seed industry in public institutions to provide technical services to advantageous seed enterprises.
