To the Development and Reform Commissions, Departments of Finance, Departments of Agriculture, Grain Bureaus, Price Bureaus, branches of the Agricultural Development Bank, and Sinograin branches of Inner Mongolia, Liaoning, Jilin, and Heilongjiang provinces (autonomous regions):

To protect farmers' interests and their enthusiasm for growing grain, and to promote the development of grain production, with the approval of the State Council, it has been decided to continue implementing the corn temporary purchase and storage policy this year in Northeast China and other main production areas, and to appropriately raise the temporary purchase and storage price level. The temporary purchase and storage prices for corn produced in 2013 (National Standard Grade 3) are: Inner Mongolia and Liaoning 1.13 yuan/jin, Jilin 1.12 yuan/jin, and Heilongjiang 1.11 yuan/jin, all 0.06 yuan/jin higher than in 2012. The specific implementation time and other related requirements for the temporary purchase and storage will be determined separately by the relevant state departments when the newly produced corn comes onto the market this year, based on market conditions, and notified separately.

All localities are requested to publicize the temporary corn purchase and storage policy for this year, fully mobilize farmers' enthusiasm for production, guide farmers in strengthening field management, reduce the impact of disasters, and effectively stabilize corn production.
