The Ministry of Agriculture coordinates and advances the certification of new-type professional farmers and rural practical talents
On May 6, the Ministry of Agriculture held a training class on the certification of new-type professional farmers and rural practical talents in Bengbu City, Anhui Province. The reporter learned from the training class that starting this year, the Ministry of Agriculture will unify the certification of new-type professional farmers and the certification of rural practical talents. After production-and-operation-type professional farmers are certified, they will be issued new-type professional farmer certificates, further improving the “three-in-one” working system of education and training, certification management, and policy support, and advancing the development of the ranks of new-type professional farmers and rural practical talents. Zeng Yichun, member of the Party Leadership Group of the Ministry of Agriculture and Director of the Department of Personnel and Labor, attended the training class and delivered a speech.
The meeting held that new-type professional farmers are the operating entities of modern agriculture, and rural practical talents are outstanding representatives of the broad masses of farmers. Strengthening the training of new-type professional farmers and rural practical talents requires establishing an institutional system in which education and training, certification management, and policy support are interconnected and mutually supporting. Among these, certification management is the foundational work for precisely identifying “people” and linking and supporting “things,” and is an important prerequisite for implementing the principle of “seeing both things and, even more, people.” At the current stage, the certification standards for new-type professional farmers and rural practical talents reflect what level of quality and ability is actually needed to support agriculture armed with modern science and technology and modern equipment. Through certification, farmers' training needs can be studied by category and by level and grade, and a basis can be provided for implementing various targeted support policies.
The meeting proposed that the certification of new-type professional farmers and rural practical talents should be coordinated. In order to coordinate and advance the certification work, rural practical talents will be simplified into 3 categories: new-type professional farmers, skill-driven type, and social service type; the certification of new-type professional farmers and rural practical talents should take the introduction of support policies as a precondition, and link fiscal subsidy funds, demonstration and extension projects, land transfer policies, and financial credit support, among others, to new-type professional farmers and rural practical talents; the certification of new-type professional farmers and rural practical talents should take into account the relationships among several categories. The focus of rural practical talent certification is new-type professional farmers, and the focus of new-type professional farmer certification is production-and-operation-type farmers. At present, the areas carrying out certification are demonstration counties for cultivating new-type professional farmers and pilot counties for rural practical talents; the certification of new-type professional farmers and rural practical talents should establish scientific certification standards; the certification of new-type professional farmers and rural practical talents should rally the strength of all sides.
