Respect farmers' principal position and fully give play to farmers' pioneering spirit
For a long time, in the process of rural development, farmers have always been a group full of tremendous creativity. On closer look, the household contract responsibility system was created by farmers, township and village enterprises were created by farmers, and the building of grassroots organizations was also created by farmers. It can be said that the crystallization of farmers' wisdom drives the all-round development of the rural economy and society.
In recent years, Qingyuan has achieved considerable results in comprehensive rural reform. Its innovations lie in the "shifting down of three centers of gravity" in Party organization building, villagers' self-governance, and rural public services, as well as the "three integrations" of land resources, agriculture-related funds, and agriculture-related service platforms. Among them, the "shifting down of three centers of gravity" liberates productive forces, while the "three integrations" adjust production relations. In my view, whether liberating productive forces or adjusting production relations, farmers must be the main body, and farmers' principal role must be given play.
How can farmers' principal role be given play? First, farmers' principal position should be respected and safeguarded. Realizing, safeguarding, and developing farmers' fundamental interests is the starting point and ultimate goal of comprehensive rural reform. The effectiveness of advancing comprehensive rural reform must ultimately land on promoting agricultural development and increasing farmers' incomes. It can be said that the advancement of comprehensive rural reform cannot be separated from farmers; farmers must be the main body, and farmers' wishes must be fully respected. Government departments at all levels should respect and safeguard farmers' principal position, strengthen the cultivation of farmers' awareness of being the main body, go deep into rural areas to learn people's conditions, observe public opinion, and solve difficult problems, and truly understand, mobilize, and guide farmers to participate in comprehensive rural reform.
Second, reform should mobilize farmers' enthusiasm and give play to farmers' pioneering spirit. How can the problem of land fragmentation be solved? Which plot is poor land? Which plot is fertile soil? In fact, those who know the land beneath their feet best are farmers. Those who know rural development best are farmers. In comprehensive rural reform, farmers have the most say.
In my view, giving play to farmers' pioneering spirit, supporting and encouraging farmers to adapt measures to local conditions and actively explore, and pooling the crystallization of farmers' wisdom have a tremendous driving effect on deepening comprehensive rural reform. The so-called farmers do not only refer to farmers working alone, but even more to farmers organized according to flexible village collective economic organizations. Government departments at all levels should fully give play to the internal driving force of farmers' principal role, give play to the role of villagers' self-governance, encourage farmers to carry out bold exploration and practice around comprehensive rural reform, and earnestly study and summarize and carry forward the new experience created by farmers, so as to jointly blaze a correct path for comprehensive rural reform.
In addition, government departments at all levels should also strengthen publicity and education and vigorously improve farmers' overall quality. The higher farmers' quality, the deeper their understanding of comprehensive rural reform, the higher their enthusiasm for participating in rural reform, and the more obvious the results. Only by improving farmers' overall quality can farmers better play their principal role in comprehensive rural reform. To advance comprehensive rural reform, publicity and education must be done in a solid way, a correct orientation of public opinion must be formed, the broad masses of farmers must be mobilized to participate enthusiastically in construction, and a good environmental atmosphere must be vigorously created.
