In accordance with the strategic deployment related to deeply studying and implementing the spirit of the 18th National Congress of the Communist Party of China on promoting the synchronized development of industrialization, informatization, urbanization, and agricultural modernization, the Several Opinions of the State Council on Vigorously Promoting Informatization Development and Effectively Safeguarding Information Security, the Opinions of the State Council on Deepening the Reform of the Circulation System and Accelerating the Development of the Circulation Industry, and the requirements of the National Development and Reform Commission“Twelfth Five-Year Plan” national government informatization engineering construction plan, and in order to accelerate the transformation of the development mode of the grain circulation industry, give full play to the role of informatization in enhancing the country's grain supply guarantee capacity, comprehensively raise the modernization level of grain circulation, strengthen top-level design, and guide the informatization development of local grain administrative departments and grain enterprises, this Administration has compiled the Guiding Opinions on Vigorously Promoting the Informatization Development of the Grain Industry. It is hereby issued to you, please implement it in light of actual conditions.
Provincial-level grain administrative departments shall take informatization construction as a strategic task in developing the modern grain circulation industry, strengthen guidance for the informatization development and construction of the grain industry in their regions, actively communicate and coordinate with relevant departments such as development and reform, finance, and industry and information technology, study and formulate regional industry informatization development plans or guiding opinions, clarify development goals, refine specific tasks, adapt measures to local conditions, and propose key construction projects such as grain industry informatization network platforms, dynamic information systems, monitoring and early warning information systems, warehousing enterprise management information systems, storage and transportation supervision Internet of Things, public information service platforms, and grain quality and safety traceability information systems, strengthen the preliminary preparation and pilot construction of demonstration projects, ensure the effective connection of project arrangements, and strive to enhance the level of grain circulation informatization.
China Grain Reserves Corporation, COFCO Corporation and other units shall fully play the exemplary and leading role of industry informatization, compile and promptly submit their own informatization development plans, and strengthen the connection between planning and key construction projects and the relevant work of this Administration. Relevant key grain enterprises shall, in light of actual conditions, give play to their own advantages, study and formulate their own informatization development strategies, and deepen the comprehensive application of informatization in the field of grain circulation.
All localities shall adhere to demand-led principles, strengthen the construction of information infrastructure and network information security guarantee capacity, and enhance grain information sharing, efficient business collaboration, and interconnection. New situations and new problems encountered during the implementation of these Opinions shall be promptly reported to the State Administration of Grain.
