Four Typical Examples of Comprehensive Agricultural Development Supporting Modern Agriculture
Comprehensive agricultural development is an important means and effective form of fiscal support for agriculture. Developing modern agriculture and solidly advancing the building of a new socialist countryside have set new and higher requirements for the work of comprehensive agricultural development, and at the same time have also brought opportunities for further giving play to the role of comprehensive agricultural development. Actively exploring the role of comprehensive agricultural development in developing modern agriculture has important practical significance for solidly advancing the building of a new countryside. This edition publishes four examples of comprehensive agricultural development supporting the development of modern agriculture, for the benefit of all localities to learn from.——Editor
Tianjin: Using Comprehensive Development as a Carrier to Boost Agricultural Modernization
Around the goal of building modern urban-type agriculture, Tianjin Municipality has highlighted support priorities, focused on supporting new types of business entities, vigorously advanced industrialized agricultural operations, improved management mechanisms, and continuously promoted increased farmer income and agricultural efficiency, thus driving the development of agricultural modernization in Tianjin Municipality.
Highlighting support priorities and focusing on raising the level of industrialized agricultural operations. Support was focused on advantageous leading industries, including projects for high-quality grain and oil, facility vegetables, and specialty aquaculture; projects for regionally distinctive advantageous resources; leading enterprises with a demonstration and guiding role, guiding enterprises to carry out standardized planting and large-scale breeding; and the building of an agricultural product circulation system, wholesale markets, and agricultural product storage and preservation projects.
Vigorously supporting new types of business entities and focusing on closely linking farmers' interests. Vigorously supporting farmers' cooperative organizations: since 2011, the scale of fiscal funds for industrialized fiscal subsidy projects used to support farmers' professional cooperatives has reached 116 million yuan, supporting 46 farmers' professional cooperatives. Actively innovating mechanisms for linking farmers' interests: since 2013, Tianjin Municipality has carried out the construction of projects for leading enterprises driving industrial development and for “one county, one specialty” industrial development; over the past two years, a total of 100 million yuan in fiscal funds has been invested, and 9 pilot projects have been implemented. Actively exploring the establishment of a long-term linkage mechanism of shared interests, shared risks, and mutual benefit between leading enterprises and cooperatives or farmers.
Strengthening carrier construction and focusing on raising the level of intensive agricultural operations. Boosting the building of the agricultural product market system to a higher level, actively supporting a number of regional agricultural product storage and preservation and production-area wholesale markets for which the government has plans and circulation is guaranteed. Carrying out pilot construction of modern agricultural industrial parks: from 2014-2016, the estimated total investment is 220 million yuan, forming demonstration zones with modern agricultural characteristics. Vigorously advancing the construction of facility vegetable bases: starting in 2011, 140 facility vegetable projects were organized and implemented for 4 consecutive years, with a cumulative investment of 1.05 billion yuan in fiscal funds, and 30,000 mu of facility vegetable greenhouses were built.
Improving management mechanisms and focusing on raising the level of project management. Clarifying management responsibilities: the role of the municipal agricultural development office has gradually shifted toward that of organizer and supervisor, giving play to the initiative of districts and counties in project approval, implementation, and other aspects. Strengthening management of the project approval process: a responsibility system of “whoever inspects is responsible, whoever is in charge is responsible” has been formed, and information disclosure has been intensified. Strengthening supervision and inspection: combining prior, during, and after-the-fact inspections, focusing inspections on the implementation of project plans, and combining performance management with acceptance inspections. Hebei: Creating Demonstration Zones to Lead the Development of Modern Agriculture
Hebei Province has built 31 “Modern Agricultural Comprehensive Development Demonstration Zones” in 3 batches, focusing on creating the “five demonstrations” of reform of the new agricultural industrial operation system, transformation and application of agricultural scientific and technological achievements, concentration of agricultural production factors, innovation of mechanisms benefiting the farmer masses, and advancement of sustainable agricultural development, exploring a new path for comprehensive agricultural development to lead the development of modern agriculture.
Giving play to agricultural development's own advantages and striving to promote the growth of regional industries. Hebei Province invests 26 million yuan each year in each demonstration zone to build high-standard farmland, with continuous investment for 3 years. At the same time, around local leading industries, it has established a “green channel” for approving industrialized projects in the demonstration zones. Relying on production bases, industrialized projects follow up in a timely manner, creating an industrial pattern of “leading enterprise + base + cooperative organization,” and initially forming industrial cluster areas with distinct characteristics and prominent advantages such as vegetables in Qingxian, forest fruits in Yixian, and grain in Xiongxian, with an annual newly added total output value of 800 million yuan.
Creating a platform and concentrating various production factor resources. Relying on the demonstration zone as a platform, it coordinates the use of multiple production factors such as land, funds, and development entities to raise the level of intensive agricultural operations. First, innovating mechanisms to integrate fiscal funds for supporting agriculture. Using the demonstration zone as a platform, funds from relevant agriculture-related departments, starting from the beginning-of-year budget arrangement and project application, are all integrated and implemented around the unified planning of the demonstration zone, with each taking responsibility. As of now, the demonstration zones have integrated a cumulative 830 million yuan in funds. Second, improving infrastructure conditions to promote land transfer. Through high-standard farmland construction, farmland infrastructure has been effectively improved, guiding and encouraging market entities to adopt forms such as share cooperation, land exchange, and joint proxy planting to accelerate land transfer within the demonstration zones. At present, the land transfer rate in the demonstration zones has reached 40.5%. Third, striving for preferential policies to leverage social investment, with a cumulative 7.4 billion yuan in social capital attracted.
Raising the level of science and technology and promoting the transformation of the agricultural development mode. Taking the application and promotion of science and technology as an important function of the demonstration zones, vigorously introducing and promoting new technologies and new processes to raise the level of agricultural modernization. As of now, the penetration rate of advanced science and technology in the demonstration zones has reached 100%, and the contribution rate of science and technology has reached over 65%. Focusing on high-efficiency water saving, adopting a “3+1” model of engineering, agronomy, management, and scientific and technological support, and focusing on promoting high-efficiency water-saving measures such as integrated water and fertilizer in the demonstration zones. Further strengthening modern agricultural equipment, with information technology as the focus, vigorously strengthening modern agricultural equipment, with the comprehensive mechanization level of agricultural ploughing, sowing, and harvesting reaching 90%. Actively promoting ecological and environmental protection technologies: in the demonstration zones, all enterprises and projects that produce “three wastes” emissions must accept inspection by environmental protection departments and meet the requirements for pollution-free emissions.
Supporting new types of business entities and striving to maximize the comprehensive benefits of the demonstration zones. Highlighting leading enterprises and professional cooperative organizations, and through interest linkage mechanisms such as contracts, cooperation, and shareholding systems, promoting rapid growth of farmers' income. As of now, cooperative organizations in the demonstration zones cover 40% of farming households, and the average household income increase has reached more than 2,500 yuan.
