What Is the Focus of Seed Management Work This Year
According to the Ministry of Agriculture, the key work of the Seed Management Bureau of the Ministry of Agriculture in 2015 will be three major tasks: deepening the reform of the seed industry system, advancing the construction of national bases, and strengthening seed industry management. The focus will shift from policy creation to implementation, unleashing reform vitality and policy effectiveness.
Do a good job in seed industry reform and ensure that policies and measures are implemented effectively
First, do a good job in the standardized operation of the achievement trading platform, carry out public promotion and trading activities for achievements, promote the optimal allocation of achievements, and accelerate their transformation. Second, implement the policy of encouraging scientific and technological personnel to provide technical services in enterprises, promote various forms of talent cooperation between research institutions and enterprises, summarize and promote good practices and good experience, and break down barriers to the flow of scientific and technological talent. Third, promote the introduction of a plan for scientific research tackling key problems in improved varieties and a medium- and long-term development plan for germplasm resources, launch the third national census of germplasm resources, implement the green channel system for variety approval, organize joint efforts by research institutions and enterprises to tackle key problems in corn and soybean varieties, establish a collaborative research mechanism integrating industry, universities and research institutes with resource sharing, benefit distribution and diversified investment, and accelerate the breeding and promotion of breakthrough varieties.
Advance the construction of national-level breeding and seed production bases and implement base project investment and support policies
The construction of national-level breeding and seed production bases focuses on the three major bases in Hainan, Gansu and Sichuan and national-level major seed production counties. First, the Hainan Nanfan base: together with the development and reform, finance and land departments and Hainan Province, issue plans and construction management opinions for the Nanfan base, and submit them to the General Office of the State Council for forwarding; confirm and register the Nanfan land in the protected area to households, and complete the compilation and approval of feasibility studies for key projects. Second, the Gansu and Sichuan seed production bases: together with the National Development and Reform Commission, complete the approval of feasibility study reports for base construction, implement the annual project investment plan, and start project construction. Third, implement base support policies, guide major seed production counties to implement and make good use of fiscal reward funds, and strengthen the construction and management of seed production bases; together with the Ministry of Finance, implement the central fiscal seed production insurance premium subsidy policy and expand the scope of seed production insurance. Fourth, establish a territorial management mechanism for bases, conduct an inspection once a year and an assessment once every two years for national-level major seed production counties, link the results to major county recognition as well as support policies and projects, and implement the main responsibility of local governments for territorial management.
Maintain a high-pressure posture of strict investigation and strict crackdown, address both symptoms and root causes, and combat seed counterfeiting and infringement
The Seed Management Bureau of the Ministry of Agriculture will further join forces with public security, industry and commerce, and social rights protection forces to continue carrying out special actions against infringement of variety rights and fake or inferior seeds, so that market order undergoes a fundamental improvement. First, focus on problematic enterprises and problematic markets, dig deep and crack down hard, destroy a number of illegal dens, revoke the licenses of a number of law-breaking enterprises, and expose a number of illegal cases and lawbreakers. Second, promote cross-provincial collaborative law enforcement by local authorities to form a joint enforcement force. Third, launch the construction of a variety DNA identification system and explore the establishment of a variety identity labeling system; promote entrusted seed operations and e-commerce platform sales, and expand the scope of traceability pilots; fourth, in conjunction with the revision of the Seed Law, advance the reform of the variety management system, strengthen intellectual property protection, and increase penalties for violations.
