Go all out to tackle the tough battle and ensure that a bumper harvest in sight becomes a bumper harvest in hand
On the occasion of the large-scale mechanized production for the “three summer” period about to begin, on May 13, the Ministry of Agriculture held the 2015 national video conference on cross-regional wheat combine harvesting for the “three summer” period, to study and analyze the situation of cross-regional wheat combine harvesting and deploy the mechanization work for the “three summer” period. Vice Minister of Agriculture Zhang Taolin stressed at the meeting that all localities should fully leverage the role of agricultural machinery as the main force, go all out to fight this tough battle of “three summer” production, turn “a bumper harvest in sight” into “a bumper harvest in hand”, win precious farming time for autumn grain production, strive to ensure the quality of summer harvesting and summer planting, and firmly grasp the initiative in annual grain production.
⟦NL> The meeting required that this year's “three summer” cross-regional agricultural machinery operations strive to achieve the “two stability and two improvements” goals: First, the total number of machines put into use should remain stable. It is expected that 550,000 rice and wheat combine harvesters will be put into “three summer” production, of which more than 300,000 will participate in cross-regional operations. Second, the level of agricultural machinery operations should rise steadily. Strive for the machine harvesting level of winter wheat to exceed 92%, of which the wheat machine harvesting level in the main Huang-Huai-Hai production area should remain stable at above 96%; the machine sowing level of summer corn should reach 85%. Third, the quality of agricultural machinery operations should be further improved. Reduce grain scattering losses in the mechanized harvesting process, and strive to ensure every grain is returned to the granary; Fourth, the efficiency of agricultural machinery operations should be further improved. Combine harvesters for cross-regional operations should move smoothly, the supply and demand of operating machines should be balanced, summer harvesting and summer planting should advance in an orderly manner, and farming time should not be missed.
The meeting emphasized that this year's organization and management of mechanized production for the “three summer” period should strive to achieve the “five strengthenings”. First, strengthen the preparation of machines and personnel. Before the “three summer” period begins, technical training and safety education for agricultural machinery operators should be strengthened, and the inspection and maintenance of agricultural machinery should be done in advance to ensure good technical condition; Second, strengthen coordination of market supply and demand. Earnestly do the free issuance and registration filing of “cross-regional agricultural machinery operation certificates”, timely release information on machine supply and demand, wheat harvest progress, etc., guide both supply and demand sides to sign operation contracts, and promote the orderly flow of combine harvesters; Third, strengthen technical guidance services. Earnestly implement the operation quality standards for wheat combine harvesters, guide farmers and operators to choose suitable machines, appropriate cutting periods, stubble heights and harvesting speeds, etc., and effectively reduce scattering losses in the wheat machine harvesting process; vigorously promote technologies such as straw crushing and returning to the field, and promote the resource-based and clean utilization of straw; Fourth, strengthen emergency dispatch and command. Formulate in advance emergency plans for rapid wheat harvesting under disastrous weather conditions, ensure that harvesting machines can be “dispatched when needed and used when required” at critical moments, and make every effort to accelerate the progress of mechanized summer harvesting and summer planting; Fifth, strengthen departmental coordination and cooperation. Closely cooperate with public security, transportation and other relevant departments to jointly escort “three summer” production.
