National South Asian Subtropical Crop Work Conference Held in Haikou
On May 8, the Land Reclamation Bureau of the Ministry of Agriculture and the Office for the Development of South Asian Subtropical Crops of the Ministry of Agriculture held the National South Asian Subtropical Crop Work Conference in Haikou. The conference summarized and exchanged recent work, and studied and deployed further efforts to advance the transformation of development models and structural adjustment, accelerate the building of a high-end tropical crop industry, and advance the modernization of the tropical crop industry. Yang Shaopin, a member of the Party Leadership Group of the Ministry of Agriculture, attended the conference and delivered a speech.
Yang Shaopin fully affirmed the achievements made in the development of China's tropical crop industry, noting that the tropical crop industry is currently in a period of strategic opportunity for transformation and upgrading, and that accelerating transformation, optimizing structure and building a modern tropical crop industry are important measures to serve national strategic needs and an inevitable choice for promoting coordinated economic, social and ecological development in tropical regions and enhancing the international competitiveness of the industry. He stressed that accelerating the development of the modern tropical crop industry refers not only to the improvement of productive forces but also to the optimization of production relations. It is necessary to take the market as the guide and promoting farmers' income growth as the goal to adjust the structure of the tropical crop industry; take scientific and technological innovation as the driving force and cultivating famous, high-quality and special brands as the key to enhance competitiveness; take the advancement of institutional mechanisms as the foundation to inject new vitality into industrial development; and take the promotion of the integrated development of the primary, secondary and tertiary industries as the path to improve the comprehensive benefits of the tropical crop industry.
The conference analyzed the current situation and problems facing the tropical crop industry. The conference stressed that it is necessary to accurately grasp the situation, seize historical opportunities, firmly establish the development philosophy of "strategic tropical crops, green tropical crops, industrial tropical crops," and make every effort to build a high-end tropical crop industry. It is necessary to further innovate industry management methods, strengthen service guidance, take institutional and scientific and technological innovation as the driving force, strive to build a production system, industrial system, operating system and support and guarantee system for the high-end tropical crop industry, vigorously develop joint operations, full-industry-chain operations, capital operations, brand operations and technology-enterprise operations, effectively promote the transformation of China's tropical crop industry toward high quality, internationalization and modernization, and comprehensively enhance the industry's competitiveness, control and influence.
At the conference, specially invited experts from Renmin University of China, the Chinese Academy of Tropical Agricultural Sciences, Hainan University, the China Agricultural Reclamation Economic Development Center, the Hainan General Bureau of Agricultural Reclamation and the Yunnan General Bureau of Agricultural Reclamation delivered thematic speeches on topics including the construction of high-end tropical crop production and operating systems, support from scientific and technological innovation, policy guarantees and the transformation and upgrading of demonstration parks.
