Agricultural reclamation reform document imminent, to promote establishment of modern agricultural enterprises
&lT;span id="stock_sh601519">Dazhihui ASDAQ News Agency May 13 dispatch, an expert close to the Ministry of Agriculture told Dazhihui News Agency on Wednesday that the agricultural reclamation reform document has been in drafting for nearly three years, and the document's introduction is now approaching its window period; the reform direction involves establishing modern agricultural enterprise groups and promoting shareholding and group-based operation across the entire industrial chain.
Drafted for many years, introduction window period approaching
An expert close to the Ministry of Agriculture told Dazhihui News Agency on Wednesday that the agricultural reclamation reform document has been in drafting for nearly three years, and the document's publication is now approaching its window period.
A Ministry of Agriculture official disclosed to Dazhihui News Agency at a lower level last year that the overall reform document would be published in May or June of this year.
In fact, as the above-mentioned expert close to the Ministry of Agriculture stated, in order to draft the agricultural reclamation reform document, intensive research was conducted at the State Council level last year. In July last year, the State Council dispatched 8 research groups to investigate local agricultural reclamation systems, and the research work laid the groundwork for drafting the agricultural reclamation reform document.
Not only last year; even earlier, in 2013, the Ministry of Agriculture also specifically conducted a survey on the progress of agricultural reclamation reform targeting each reclamation area. The survey content included agricultural reclamation reform, land management and various other aspects. This reform survey continued to be retained in 2014.
Relevant personnel from the Heilongjiang Agricultural Reclamation General Bureau also told Dazhihui News Agency that the agricultural reclamation system reform is in the pipeline, and local agricultural reclamation systems are waiting for the introduction of reform guidance documents.
This year's Central Document No. 1, for the first time, listed agricultural reclamation reform as a separate provision for explanation. Article 26 of the Central Document No. 1 proposed speeding up research and introduction of policies and measures to advance agricultural reclamation reform and development, deepening reform of farm enterpriseization, reclamation area groupization and equity diversification, and establishing a state-owned asset supervision system suited to the characteristics of agricultural reclamation. Han Jun, deputy director of the Office of the Central Rural Work Leading Group, once stated that agricultural reclamation reform has been listed as a key reform task this year.
Establishing modern agricultural enterprise groups
Although the agricultural reclamation reform document has not yet been officially published, regarding the direction of agricultural reclamation system reform, Wang Shoucong, director of the Agricultural Reclamation Bureau of the Ministry of Agriculture, has already put forward an overall approach in multiple talks on agricultural reclamation reform.
For example, on the 8th of this month, when Wang Shoucong gave a special report on agricultural reclamation industry development to relevant personnel of Hainan Agricultural Reclamation, he proposed that the direction of agricultural reclamation is to establish modern agricultural enterprise groups with international competitiveness, and that the direction of agricultural reclamation reform is mainly “farm enterpriseization and reclamation area groupization”.
As early as January this year, Wang Shoucong also emphasized that agricultural reclamation reform must stimulate vitality through reform and explore the cultivation of international major grain merchants.
Li Guoxiang, a researcher at the Rural Development Institute of the Chinese Academy of Social Sciences, stated that agricultural reclamation reform is about solving the problem of the separation of government and enterprise functions, letting enterprises return to being enterprises, and making the development of the agricultural reclamation system more dynamic.
Regarding specific measures to achieve enterpriseization and groupization, the Ministry of Agriculture has clearly stated that it is necessary to explore and promote equity diversification reform. Actively use the capital market to attract various types of investment entities, introduce strategic investors, including private capital, international capital, listed companies, etc., and gradually transform core enterprises such as industrialized specialized companies and reclamation area group headquarters into joint-stock enterprises with diversified capital structures.
Hainan, Jiangsu and other places actively deploy agricultural reclamation reform
Dazhihui News Agency found upon review that before the official introduction of the agricultural reclamation reform document, local agricultural reclamation systems had already begun deploying related work. Agricultural reclamation systems in multiple places including Hainan, Jiangsu and Ningxia all proposed corresponding reform plans.
Recently, Wang Shoucong gave a special report on agricultural reclamation industry development to more than 300 leading cadres of Hainan Agricultural Reclamation. The report provided the future industrial development direction, implementation paths and measures for Hainan Agricultural Reclamation and agricultural reclamation nationwide.
In addition, Jiangsu Agricultural Reclamation Group stated that this year it will vigorously advance the capitalization and securitization of state-owned assets, deeply advance company system reform and mixed-ownership reform, and improve the modern enterprise system. Ningxia Agricultural Reclamation Group stated that this year it will study and formulate new supporting policies for agricultural reclamation reform and development, and will complete 12 categories and 64 reform tasks. At the same time, Yunnan, Heilongjiang and other places will also continue to advance agricultural reclamation reform this year.
