General Office of the Ministry of Agriculture
Notice on Doing a Good Job in the 2014 Pilot Work on Deep Loosening and Soil Preparation by Agricultural Machinery
Nongbanji [2014] No. 16

To the agricultural machinery (agriculture, animal husbandry) bureaus (departments, commissions, offices) of Hebei, Shanxi, Inner Mongolia, Liaoning, Jilin, Heilongjiang, Jiangsu, Anhui, Shandong, and Henan provinces (autonomous regions) and Qingdao Municipality, and the Heilongjiang General Bureau of State Farms:

In order to implement the requirements of the 2014 No. 1 Central Document on “vigorously promoting mechanized deep loosening and soil preparation” and the “Government Work Report” on “giving play to the role of deep loosening in promoting increased production, and launching a pilot of 100 million mu this year”, the following notice is hereby issued on doing a good job in the 2014 pilot work on deep loosening and soil preparation by agricultural machinery.

1. Strengthen organizational leadership and ensure completion of the task. Carrying out deep loosening and soil preparation by agricultural machinery is an important measure to improve the quality of cultivated land, raise the comprehensive grain production capacity, and promote sustainable agricultural development. All localities should raise awareness, further strengthen organizational leadership over the work of deep loosening and soil preparation by agricultural machinery, and ensure completion of the pilot area task of 100 million mu. Before the arrival of the “three autumns” production, all localities should give priority to supporting farmers in purchasing high-horsepower tractors, deep loosening machines, combined soil preparation machines and other operating machinery, so as to provide equipment guarantees for farmers' deep loosening and soil preparation operations. Technical services and extension efforts should be intensified, and through methods such as holding on-site meetings and training classes, the important role of deep loosening and soil preparation by agricultural machinery should be widely publicized, and farmers' enthusiasm for carrying out deep loosening and soil preparation by agricultural machinery should be vigorously increased. The role of agricultural machinery cooperatives and other agricultural machinery service organizations should be brought into play, promoting contiguous operations and advancement by whole villages and whole townships, and striving for the area of deep loosening and soil preparation by agricultural machinery completed in each pilot region in 2014 to exceed that of the previous year.

2. Seek fiscal support and formulate implementation plans. The “Notice of the General Office of the Ministry of Agriculture and the General Office of the Ministry of Finance on Printing and Distributing <Guiding Opinions on the Implementation of Agricultural Machinery Purchase Subsidies in 2014>” (Nongbancai [2014] No. 6) has made clear that in 2014, the pilot of subsidies for deep loosening and soil preparation operations by agricultural machinery will continue to be carried out in suitable areas such as Northeast China and North China, and the specific operating methods shall be implemented in accordance with the “Notice of the General Office of the Ministry of Agriculture on Carrying Out the Pilot Work on Subsidies for Deep Loosening and Soil Preparation Operations by Agricultural Machinery” (Nongbancai [2013] No. 98). Relevant provinces should take the initiative to coordinate with finance departments, strive for fiscal funding input, clearly define the pilot subsidy project areas and subsidy areas for deep loosening and soil preparation operations by agricultural machinery, and formulate specific subsidy standards according to local conditions. Local governments are encouraged to increase input and expand the scope of subsidies. Relevant provinces (autonomous regions, municipalities) are requested to promptly formulate the 2014 implementation plans for the pilot work on deep loosening and soil preparation by agricultural machinery, and submit them to the Ministry of Agriculture for the record before August 30.

3. Strictly standardize operations and improve operation quality. On the basis of summarizing last year's experience in deep loosening and soil preparation by agricultural machinery, relevant provinces (autonomous regions, municipalities) should improve the subsidy system for agricultural machinery operations and the random inspection and acceptance system for operation quality, and carefully verify the operation area and operation quality. The principle of “operation first, subsidy later; public announcement first, fulfillment later” should be followed, and subsidy funds should be promptly fulfilled to the relevant farmers or agricultural machinery service organizations. Information disclosure and supervision and inspection should be strengthened, and violations such as falsely reporting operation areas and fraudulently obtaining subsidy funds must be resolutely prevented. Before November 20, relevant provinces are requested to submit the 2014 work summary of the pilot on deep loosening and soil preparation by agricultural machinery and the “Summary Table of Subsidies for Deep Loosening and Soil Preparation Operations by Agricultural Machinery” in electronic document form to the Department of Agricultural Mechanization of the Ministry of Agriculture ([email protected]).
