From May 14 to 18, the Grassland Supervision Center of the Ministry of Agriculture held the Third National Grassland Law Enforcement Instructor Training Class in Harbin, Heilongjiang Province. Thirty-six key grassland law enforcement personnel from 21 provinces and regions across the country and the Xinjiang Production and Construction Corps participated in the training. Relevant responsible comrades from the Grassland Supervision Center and the Heilongjiang Provincial Animal Husbandry and Veterinary Bureau attended the opening ceremony and delivered speeches.

Grassland law enforcement instructor training was specially carried out by the Grassland Supervision Center of the Ministry of Agriculture to address the shortage of instructor resources for grassland law enforcement training in various localities and to promote the effective development of grassland law enforcement training work in various localities. The trainees participating in the training were all key personnel from provinces and regions across the country with a certain theoretical foundation in law enforcement and practical experience. Since 2009, the Center has successively held three grassland law enforcement instructor training classes, cumulatively training nearly 100 trainees and cultivating a group of outstanding grassland law enforcement training instructors with solid theoretical foundations and strong teaching abilities. Some trainees said that previously the training of grassroots grassland law enforcement personnel was very weak, and one important reason was the lack of instructor resources. By participating in the instructor training classes held by the Center, a group of grassland law enforcement training instructor resources were cultivated and tempered, and they played an important role in promoting and strengthening the training of grassroots grassland law enforcement personnel and improving the standardized level of grassland law enforcement.

On the basis of summarizing the experience of the previous two instructor classes, this training class adopted a training format combining expert lectures, thematic discussions and simulated teaching. In the expert lecture segment, the training class invited relevant experts to explain content including administration according to law, the application of agricultural law, the connection between grassland administrative law enforcement and criminal justice, the basis for grassland law enforcement and the management of grassland requisition and occupation. In the thematic discussion segment, the training class organized trainees to carry out discussions and exchanges on content including the implementation of grassland judicial interpretations, the basic grassland protection system, the construction and management of grassland management and protection personnel teams, and countermeasures for strengthening grassland law enforcement training. In the simulated teaching segment, trainees were organized to conduct simulated teaching on two basic courses, grassland administrative law enforcement procedures and the drafting of grassland law enforcement documents, while other trainees commented from the two aspects of teaching method and content and put forward suggestions and opinions for improvement.

Trainees participating in the training generally said that participating in such a one-week concentrated training amid busy daily work was a rare learning opportunity. Through study and training, they further optimized their knowledge structure, enhanced their teaching abilities, improved their overall quality, and learned and exchanged advanced experience from other provinces and regions in promoting grassland law enforcement work, which was very helpful for further improving the level of grassland law enforcement work.
