The Ministry of Agriculture Makes Arrangements for Fishery Safety Production During the 2015 Flood Season
In order to do a good job in fishery safety production and flood prevention and typhoon resistance during the flood season, and in response to the climate characteristics of the 2015 flood season, the Ministry of Agriculture recently issued a notice requiring fishery authorities in all localities to firmly establish the concepts of scientific development and safe development, further strengthen the red-line awareness of safety production, overcome complacency and laxity, do a good job in the monitoring and early warning, emergency rescue and aftermath handling of typhoons, heavy rainfall, floods and other disasters, safeguard the lives and property of fishermen, minimize losses from typhoons and other disasters, and promote social harmony and stability in fishing areas.
The notice emphasized that fishery authorities in all localities, in accordance with the principle of “early intervention, forward command, shifting the center of gravity downward, and moving the threshold forward”, and on the basis of conscientiously summarizing the experience and lessons of fishery typhoon prevention in recent years, should improve and perfect the emergency response mechanism for flood prevention and typhoon prevention, scientifically formulate emergency plans, and improve various rules and regulations. In conjunction with fishery safety production inspections and law enforcement work such as the marine summer fishing moratorium, the Yangtze River fishing ban, and cracking down on illegal activities, they should organize and carry out safety inspections for flood prevention and typhoon resistance, focusing on inspecting the fire and wind protection conditions of fishing port facilities and fishing vessels and the implementation of typhoon prevention and disaster reduction arrangements. They should actively coordinate and cooperate with relevant departments to carry out safety inspections of river embankments and ditches, reservoir dams, tide prevention embankments, and so on, investigate hidden dangers of disasters in aquaculture, establish ledgers for hidden danger investigation, and rectify and eliminate hidden dangers item by item.

They should build and maintain fishery safety communication facilities, strengthen the construction of fishery communication networks, and improve communication support capacity for flood prevention and typhoon resistance. They should organize and carry out various forms of publicity, education and training activities as well as typhoon prevention emergency drills to raise fishermen's awareness of typhoon prevention and their ability to save themselves. They should actively promote fishery insurance work, expand the scope and coverage of policy-based fishery insurance, and improve fishermen's capacity for post-disaster reconstruction and restoration of production. They should strictly implement the 24-hour emergency duty and leadership duty system, and urge enterprises, shipowners and aquaculture personnel to do a good job in emergency duty. They should strengthen coordination and cooperation with departments such as meteorology, maritime affairs and water resources, further improve and perfect the inter-provincial and inter-regional fishery typhoon prevention coordination mechanism, and jointly do a good job in forecasting and early warning, emergency rescue and disaster relief, aftermath handling, and the safety management of non-local fishing vessels taking shelter nearby.
