To the agricultural machinery (agriculture, farming and animal husbandry) bureaus (departments, commissions, offices) of Tianjin, Hebei, Shanxi, Shandong, Henan, Jiangsu, Anhui, Hunan, Hubei, Jiangxi, Shaanxi, and Sichuan provinces (municipalities), and relevant experts:
In order to implement the spirit of the 2014 No. 1 Central Document on focusing on weak links and accelerating the full mechanization of field crop production, to promote the accelerated development of mechanized cotton production, and to promote the integrated matching of crop varieties, cultivation techniques and mechanical equipment, it has been decided to hold the Yellow River Basin Mechanized Cotton Production On-site Conference in Binzhou City, Shandong Province in mid-October. The relevant matters are hereby notified as follows.
I. Conference Content
(1) Observe the on-site demonstration of full-process mechanized cotton production in Shandong Province;
(2) Exchange the achievements and experience of various areas in the Yellow River Basin cotton region in advancing mechanized cotton production work and the next steps planned;
(3) Deploy the work of advancing the mechanization of cotton production.
II. Participants
(1) One responsible comrade from the competent agricultural mechanization department and one relevant responsible comrade from the agricultural machinery extension station of each of Tianjin, Hebei, Shanxi, Shandong, Henan, Jiangsu, Anhui, Hunan, Hubei, Jiangxi, Shaanxi, and Sichuan provinces (municipalities).
(2) Academicians and experts from relevant scientific research institutions and institutions of higher learning.
(3) Relevant responsible comrades from the Department of Agricultural Mechanization and the General Station of Agricultural Machinery Extension of the Ministry.
(4) Journalists from relevant media.
III. Time and Place
(1) Time: Registration on October 15, meeting on October 16, departure on the morning of October 17.

IV. Relevant Requirements
(1) All relevant provincial (municipal) competent agricultural mechanization departments are requested to carefully prepare exchange materials on mechanized cotton production work in their province (basic situation, main practices, achievements and experience, existing problems and next steps), and fill in the "Participant Representative Reply Form" (see attachment) as soon as possible, and send the exchange materials and the representative reply form to the Science and Technology Education Division of the Department of Agricultural Mechanization Management before September 29.
