Website news   On May 20, the Ministry of Agriculture held a national aquatic product quality and safety supervision work conference in Guangzhou. Vice Minister of Agriculture Yu Kangzhen attended the meeting and delivered a speech. He required that fishery departments at all levels must effectively enhance their sense of responsibility and urgency, adhere to combining “raising well” and “managing well”, adopt more effective measures, comprehensively strengthen supervision, continuously improve the quality and safety level of aquatic products, and ensure the safe and effective supply of aquatic products.

Yu Kangzhen pointed out that since the “12th Five-Year Plan”, the fishery system has closely focused on the “two do everything possible and two strive to ensure” goals set by the Ministry of Agriculture, effectively strengthened the quality and safety supervision of aquatic products, and achieved remarkable results. The quality and safety situation of aquatic products continued to be stable and improving, the pass rate of sampling inspections at production sites increased year by year, reaching 99.2% in 2014, and no major aquatic product quality and safety incidents occurred. The aquatic product quality and safety supervision system has been preliminarily established. An aquatic product quality and safety testing system with national-level and ministry-level quality inspection centers as the backbone and prefecture-, county-, and township-level quality inspection centers as supplements has been completed, and the law enforcement capacity for aquatic product quality and safety has improved somewhat.

Yu Kangzhen emphasized that the quality and safety of aquatic products concerns consumer health and food safety, the safety of the fishery industry, and ecological environmental safety. It involves links such as input production, aquaculture, and circulation, and is greatly affected by factors such as residues, diseases, and the water environment. The problem of illegal drug use exists to varying degrees in certain aquaculture species, some fishery inputs have relatively large potential risks, and hidden dangers exist in the circulation and temporary holding links. The situation facing aquatic product quality and safety supervision work is more complex. Fishery departments at all levels must be courageous in taking responsibility, overcome difficulties, strengthen confidence, improve capacity, accelerate the construction of modern fisheries, strive to meet the people's growing demand for aquatic product quality and safety, and effectively safeguard the safety on the tip of the tongue of the broad masses of aquatic product consumers.

Yu Kangzhen required that for aquatic product quality and safety supervision work in the coming period, the basic goal should be to strive to ensure that no major aquatic product quality and safety incidents occur, with emphasis on eight areas of work: first, establish and improve the supervision system and vigorously grasp the implementation of primary responsibilities; second, deeply advance standardized healthy aquaculture and strictly control quality at the source; third, increase the intensity of quality monitoring work and improve monitoring coverage; fourth, strengthen quality and safety supervision and law enforcement and increase penalties; fifth, deeply carry out special rectification and focus on addressing prominent problems; sixth, strengthen scientific and technological support for quality and safety and improve the quality standard system; seventh, strengthen the construction of laws and regulations and promote mechanism innovation; eighth, strengthen public opinion propaganda and guidance and improve emergency response capacity.
