Policy-based purchasing is expected to be launched in some regions this year
On May 19, 2015, the State Administration of Grain held a national summer grain and oil purchasing work conference in Nanjing, Jiangsu, with Deputy Director Lu Jingbo attending and speaking. The conference earnestly studied the summer grain purchasing policy, researched and analyzed summer grain production, the purchasing situation and price trends, and made arrangements for the purchasing work.
The conference held that this year's summer grain will still be a bumper harvest. However, affected by multiple factors, domestic grain and oil market prices are generally weakening, and after the new grain comes onto the market, policy-based purchasing is relatively likely to be launched in some regions.
The conference required that grain administrative departments at all levels take doing a good job in summer grain purchasing as the central task of current grain circulation work and effectively carry out the implementation of all policies and measures. First, preparations for purchasing warehouse capacity, funds, equipment, personnel training and other aspects must be made early. Second, the national grain purchasing policy must be strictly implemented, purchasing must be carefully organized, purchasing progress must be promptly grasped, and supervision and inspection of policy implementation must be strengthened. Third, purchasing information services must be provided well, guiding all types of enterprises to actively do a good job in market-based purchasing. Fourth, measures must be actively taken to strive to improve the quality and level of purchasing services. At the same time, all localities must seize the favorable opportunity of new grain coming onto the market and promptly implement the increased scale of local reserves.
Responsible comrades of the grain bureaus of relevant provinces (autonomous regions and municipalities), relevant comrades from China Grain Reserves Corporation, COFCO Group and Chinatex Corporation attended the meeting, and relevant comrades from the National Development and Reform Commission and the Agricultural Development Bank of China were invited to attend.
