Notice of the Ministry of Agriculture on the Issuance of the 2008 Fiscal Projects (Nong Cai Fa [2007] No. 99). In the application requirements for the One Village One Product characteristic industry project, it states:

1. Project objective: To support the development of the One Village One Product characteristic industry, in accordance with the requirements of the Scientific Outlook on Development, centering on the building of a new socialist countryside, deepening the adjustment of the agricultural structure, actively developing agricultural products with high added value, distinctive features and excellent quality, and promoting increases in farmers' income; making full use of the resource advantages of various regions, vigorously cultivating and developing rural leading industries, and raising the degree of regionalization, specialization and scale of agricultural production; further tapping the market potential of characteristic products, broadening the development space for characteristic products, and creating more agricultural product brands and flagship products. Through the implementation of the project, further promote the development of One Village One Product, achieve strong industries, strong villages and prosperous people, and consolidate the industrial support for the building of a new countryside.

2. Implementation areas and number of applications: The 2008 One Village One Product characteristic industry project plans to support 9 major categories of products: characteristic vegetables, famous and high-quality fruits, characteristic livestock and poultry, characteristic aquatic products, famous and high-quality tea, famous and high-quality flowers, edible fungi, authentic Chinese medicinal materials, and silkworms, to be implemented in about 150 villages nationwide (industry center villages, the same below). One village applies for 1 project, and each project receives a subsidy of 10,000-20,000 yuan. Each province (autonomous region, municipality) selects 3-7 projects and submits them to our ministry. The project implementation areas must meet the following conditions: 1. They must belong to the areas of the national advantageous agricultural product regional layout plan and the overall plan for the regional layout of characteristic agricultural products. 2. All products must be used for processing or sales, with relatively strong brand influence, obvious industrial development advantages, and remarkable effects in increasing farmers' income. 3. The products must have a production basis in farmers' professional cooperatives and be driven by industrialized leading enterprises. Industrialized enterprises must be certified by agricultural administrative departments at or above the county level (including county level). 4. Party-mass and cadre-mass relations must be harmonious, and village-level financial management must be standardized.

3. Scope of use and standards of subsidy funds: characteristic livestock and poultry rabbits, mink, foxes, raccoon dogs. A subsidy of 100 yuan per animal is provided for the purchase of breeding stock.

After reading the document, I think we rabbit farmers should rely on the government. Many of us work alone, each doing our own thing. If we rely on the support of local government departments, this time we may have a chance to receive support from the state. If our local farming becomes One Village One Product, then this time we will receive government subsidies. That is, we must not only raise rabbits well ourselves but also be a leader, and also drive farming households to raise rabbits and move toward a moderately prosperous life. Here, I express sincere congratulations to the rabbit farming friends who are fortunate enough to receive government support!

[Rabbit Farming Suggestions] Our country has a vast territory, and the natural conditions and economic levels of various places differ greatly. To develop meat rabbit production, we should be market-oriented, combine with local actual conditions, and adopt suitable development models in order to obtain the best economic benefits.

(1) Advocate scale breeding

The rabbit farming industry is a systematic project. In developed rabbit farming countries, intensive and factory-style breeding is mostly adopted. Our country's rabbit farming production is mainly composed of various models such as farm household sideline rabbit farming, collective rabbit farms and state-owned breeding rabbit farms. As far as the current situation of rabbit farming in our country is concerned, the suitable scale for developing meat rabbit production is generally 30-50 breeding rabbits for farm households, 100-300 breeding rabbits for small specialized rabbit farms, 500-800 for medium-sized rabbit farms, and 1,000-2,000 for large rabbit farms. If the breeding scale is too small, economic benefits are not high; if the breeding scale is too large, and if capital, manpower and material conditions cannot meet the requirements, and the breeding management level is extensive, good production potential cannot be fully brought into play, which not only results in low benefits but also easily induces multiple diseases and causes huge economic losses.

(2) Popularize rabbit farming knowledge

Although our country is a major rabbit farming country in the world and has developed rapidly in recent years, for a long time it has still been positioned as sideline production. In particular, small farm household rabbit farms mostly lack advanced scientific awareness and technical measures, and most are in the stage of “extensive cultivation with low yields.” Therefore, to improve the production level of meat rabbits, it is necessary to popularize scientific rabbit farming knowledge, adopt scientific means and advanced technology, especially scientific and technological knowledge such as selection and breeding of improved meat rabbit varieties, crossbreeding combinations, feed formulation, feeding management and disease prevention and control, and implement standardized and scientific breeding to achieve the goals of high quality, high yield and high efficiency.

(3) Promote pelleted feed

At present, compared with advanced countries, our country's meat rabbit feeding level is still in the backward state of “eating whatever is available.” Not only is the feeding period long and the feed conversion rate low, but the unit yield is low and product quality is poor. In recent years, because rural areas have had surplus grain harvests, many rabbit farming households use raw grain (rice, corn, wheat, etc.) to feed rabbits, which not only wastes grain but also fails to raise the rabbits well, and may even lead to multiple diseases. According to experiments, rabbits have the habit of liking pelleted feed, and this is shown in high feed utilization and less waste. Therefore, according to the nutritional needs and feeding standards of meat rabbits, full-price pelleted feed should be produced to meet the needs of different production types and physiological stages of meat rabbits.

(4) Establish commodity awareness

In recent years, our country's rabbit farming industry has undergone the test of the market economy and strengthened its commodity concept and risk awareness. In the past, our country's meat rabbit market was mainly abroad and mostly appeared in the form of primary products. Once the international market weakened, domestic production inevitably declined, leaving rabbit farming production forever in the strange cycle of peak-trough-peak-trough. Raising small rabbits can become a big industry. Rabbit farming not only requires advanced science and technology, but also requires establishing awareness of commodity production. If the problems of processing, sales and market development of meat rabbit products cannot be well solved, and the contradictions before and after production are prominent, it will be difficult to achieve the goal of value appreciation and efficiency improvement.

(5) Carry out comprehensive utilization

The main products of meat rabbits include rabbit meat, rabbit skin, rabbit manure and various internal organs. In order to consolidate and develop our country's rabbit farming industry, relevant departments should pay attention to the comprehensive development and utilization of rabbit products to meet the needs of the market economy. In addition to meeting the traditional needs of foreign trade export, rabbit meat must be based on the development of the domestic market and comprehensive processing and utilization. Rabbit skin, rabbit manure and various internal organs of rabbits must undergo deep processing and comprehensive utilization to add value and increase efficiency. For example, in Guanghan City, Pengshan County and other places in Sichuan Province, there are already more than 160 small and medium-sized rabbit meat processing plants and nearly 1,000 specialized rabbit meat processing households, with more than 20 processed varieties, which not only improves the economic benefits of rabbit product processing enterprises but also solves the problem of rabbit farming households having difficulty selling rabbits.
