Currently, it is a critical period for the ripening and harvesting of summer grain and oil crops, and also an important stage for the growth and development of spring-sown crops. Since May, the regions south of the Yangtze River, South China and other areas have experienced three consecutive relatively strong rainfall events, and many places in the south have suffered floods of varying degrees, causing adverse effects on agricultural production. Recently, Vice Premier Wang Yang chaired a special meeting of the State Council, conveyed Premier Li Keqiang's instructions, studied and deployed current flood control and disaster relief work, and required all localities to attach great importance to it, further improve work plans, and take effective measures to ensure the safety of people's lives and property.

In order to implement the important instructions of the central leading comrades and the spirit of the special meeting of the State Council, and effectively carry out current flood control and disaster relief work, the Ministry of Agriculture issued an urgent notice, requiring all localities to attach great importance to current flood control and disaster relief work, effectively carry out flood control, resistance against floods and production self-rescue, fully safeguard agricultural production safety, strive to secure a bumper summer grain and oil harvest, and lay a good foundation for the stable development of grain production for the whole year.

⟦NL> First, quickly organize and mobilize, and promptly carry out agricultural production self-rescue. Agricultural departments at all levels must firmly uphold the goal of stabilizing grain production and increasing income, earnestly implement the arrangements and requirements of the Party Central Committee and the State Council, fully recognize the importance and urgency of doing a good job in current flood control and disaster relief work, consciously take flood control and disaster relief as an important task in current “three rural” work, quickly organize cadres and technical personnel from agricultural departments to go deep into severely affected areas and production frontline, investigate and understand the disaster situation, implement disaster relief measures, guide farmers in carrying out production self-rescue, and effectively reduce the impact and losses of disasters.

Second, strengthen technical guidance and ensure scientific disaster resistance and relief. Organize experts to scientifically assess the impact of disasters, strengthen classified guidance, implement disaster prevention and relief measures according to local conditions, and promptly organize and guide farmers in production self-rescue. It is necessary to seize the intervals between rainfall, strengthen organization and scheduling, increase input of machinery and manpower, accelerate the harvesting of mature wheat and rapeseed, and ensure that every grain is returned to the granary. Early rice and middle rice should be taken as key protection targets, with timely dredging of ditches and flood prevention and drainage; for submerged seedlings, timely inspect, wash and straighten them, and strengthen fertilizer and water management; for submerged fruit trees, timely clean the orchard and earth up the soil, spray foliar fertilizer, and promote recovery of growth. Personnel should be organized to conduct comprehensive inspection and reinforcement of greenhouses and other facilities. It is necessary to help disaster areas formulate and improve agricultural production recovery plans according to the disaster situation and crop growth progress, and, in line with farming seasons and regional characteristics, guide farmers to timely inspect and replant seedlings and to change crops and replant according to local conditions. Do a good job in the allocation and transportation of production materials such as seeds, seedlings, chemical fertilizers, pesticides and vaccines, and provide material guarantees for production recovery in disaster areas.

Third, strengthen work supervision and effectively help disaster areas solve practical production problems. Agricultural departments at all levels in all localities should organize cadres and agricultural technicians, adopt forms such as guidance by county, township and village, enter villages and households, assign responsibilities to individuals, and effectively help farmers solve practical production problems. It is necessary to persist in emergency duty, closely monitor weather changes and disaster development, strengthen disaster scheduling, implement a daily reporting system, and promptly report flood disaster situations and progress in flood control and disaster relief work.

On the basis of previous deployment arrangements, pre-flood inspections and strengthened disaster scheduling, the Ministry of Agriculture will soon dispatch 3 work supervision groups and expert guidance groups to Guangdong, Guizhou, Jiangxi, Hunan, Hubei and other provinces to investigate and understand the disaster situation, supervise and guide flood control and disaster relief work, and ensure that all disaster relief measures are implemented in place.
