The General Office of the Ministry of Agriculture issues a notice deploying the autumn-winter campaign against counterfeit agricultural materials

To the agriculture (farming and animal husbandry, rural economy) departments (bureaus, commissions) of all provinces, autonomous regions and municipalities directly under the Central Government, and the Agriculture Bureau of the Xinjiang Production and Construction Corps:

In order to earnestly implement the "2014 Key Points for Combating Counterfeit and Substandard Agricultural Inputs and Regulatory Work" and the Ministry of Agriculture's "2014 Implementation Plan for the Special Campaign against Counterfeit and Substandard Agricultural Inputs," our Ministry has decided to organize and carry out a concentrated special autumn-winter campaign against counterfeit and substandard agricultural inputs, effective immediately through the end of November. Relevant matters are hereby notified as follows.

I. Raise awareness and make thorough arrangements
Autumn-winter agricultural production is the peak season for purchasing and selling agricultural inputs, and it is also a period when counterfeit and substandard agricultural inputs frequently flow into the market. Agricultural departments in all localities shall, in accordance with the characteristics of local autumn-winter agricultural production and the demand for agricultural inputs, promptly formulate practical and feasible action plans, highlight key priorities, make early arrangements, organize implementation as soon as possible, ensure the smooth progress of autumn-winter agricultural production, effectively safeguard the fundamental interests of farmers, and ensure increased grain production for the year, increased farmers' incomes and the quality and safety of agricultural products.

II. Highlight key priorities and solidly carry out the special autumn-winter campaign against counterfeit and substandard agricultural inputs
(1) Strengthen routine supervision. During the autumn-winter campaign, agricultural departments in all localities shall focus on strengthening supervision and spot checks on seed quality and variety authenticity, the content of active ingredients in veterinary drugs and pesticides and whether prohibited ingredients have been added, and whether fertilizer nutrient content matches labeling, and shall step up routine inspection and supervision in areas where major agricultural inputs are produced, sold and used, areas where small-scale agricultural input producers and operators are concentrated, and areas at regional boundaries. Adhere to the linkage of inspection and enforcement; for products that fail spot checks, promptly file and investigate cases, or transfer them to relevant departments for investigation and handling in accordance with regulations, trace the source of counterfeit production and sale, and ensure the safety of agricultural production.
(2) Strictly investigate major and important cases. Agricultural departments in all localities shall further intensify case investigation and handling, severely crack down on acts such as producing and selling counterfeit goods and illegal addition; for cases suspected of crimes, resolutely transfer them to public security organs for criminal responsibility. Improve the working mechanism for investigating and handling major and important cases, strictly investigate major and important cases by means of listing for supervision, concentrated case handling and joint case investigation, and expose in a timely manner cases with egregious illegal nature and great impact, so as to deter lawbreakers.
(3) Strengthen coordination and cooperation. Agricultural departments in all localities shall actively play the leading role in combating counterfeit and substandard agricultural inputs, strengthen information communication and coordination and cooperation with public security, industry and commerce, quality supervision and other departments, establish mechanisms for tip-off notification, joint law enforcement and case assistance, and improve the overall effectiveness of coordinated management in combating counterfeit and substandard agricultural inputs. At the same time, give full play to the role of the "Inter-provincial Joint Law Enforcement Coordination and Cooperation Mechanism for Combating Counterfeit and Substandard Agricultural Inputs," improve case handling mechanisms such as regional joint investigation and cross-regional assistance investigation, and effectively carry out case information notification, case transfer and assistance investigation between regions and departments.

III. Earnestly summarize and strengthen information statistics and reporting
During the autumn-winter campaign against counterfeit and substandard agricultural inputs, agricultural departments in all localities shall explore new ideas for agricultural input supervision, earnestly summarize and put forward suggestions. Report important information, major cases and emergencies in a timely manner, and submit on time the work summary, situation statistics table and major and important case statistics table of the autumn-winter campaign against counterfeit and substandard agricultural inputs. At the same time, in accordance with the requirements of the "Measures for the Public Disclosure of Information on Agricultural Administrative Penalty Cases" (Nong Zheng Fa [2014] No. 3) and the "Notice of the General Office of the Ministry of Agriculture on Doing a Good Job in Statistics of Cases of Infringement and Counterfeiting" (Nong Ban Zhi [2014] No. 6), do a good job in the public disclosure of information on administrative penalty cases, and timely compile statistics and report relevant information on information disclosure.
