National Standard for Beautiful Rural Construction Released in Beijing

Tian Shihong, member of the Party Leadership Group of the General Administration of Quality Supervision, Inspection and Quarantine and Director of the Standardization Administration of China, the person in charge of the Beautiful Rural Creation Office of the Ministry of Agriculture, and others attended the meeting and delivered speeches.
The national standard "Guidelines for the Construction of Beautiful Villages" was jointly drafted by 9 units including the Department of Science and Technology Education of the Ministry of Agriculture, with the main goals of “scientific planning, developed production, comfortable living, civilized rural customs, neat village appearance, democratic management, and sustainable development that is livable and workable”, highlighting the characteristics of universality, guidance, leadership, practicality, and compatibility, taking into overall consideration the needs of all regions, and standardizing the basic elements of beautiful rural construction. The content of the standard embodies the core concept of “beautiful villages built by villagers, with the fruits of construction enjoyed by villagers”, striving to create the ecological beauty, beauty of life, beauty of production, and beauty of behavior of beautiful villages.
The standard consists of 12 chapters, and its basic framework is divided into 9 parts: general provisions, village planning, village construction, ecological environment, economic development, public services, rural customs and civilization, grassroots organizations, and long-term management. The technical content adopts a method combining qualitative and quantitative approaches, brings together the relevant work requirements of relevant industry ministries and commissions including the Ministry of Agriculture, clarifies the “greatest common denominator” of beautiful rural construction in terms of overall direction and basic requirements, and stipulates 21 quantitative indicators in areas such as village construction, ecological environment, economic development, and public services, providing target-oriented guidance for beautiful rural construction.
Tian Shihong pointed out that standards, as a summary of practical experience, embody technological advancement and economic rationality, are reached through full consultation among relevant parties, consensus, and voluntary implementation, and are technical specifications with universal guiding significance. In the practice of beautiful rural construction in our country, introducing the concepts and means of standardized management has a very positive role in guiding and leading beautiful rural construction and improving its quality and level. As a recommended national standard, the "Guidelines for the Construction of Beautiful Villages" provides framework-based and directional technical guidance for carrying out beautiful rural construction, enabling beautiful rural construction to have standards to rely on, rural resource allocation and public services to have rules to follow, and beautiful rural construction to have evidence for assessment. At the same time, the standard reserves space for free development for the individualized development of villages, does not impose a “one-size-fits-all” approach, and does not require “marching in step”, encouraging all regions to adapt to local conditions and pursue innovative development according to the endowment of rural resources.
The person in charge of the Beautiful Rural Creation Office of the Ministry of Agriculture pointed out that the Ministry of Agriculture has formulated the "Ministry of Agriculture 'Beautiful Village' Creation Target System", determined 1100 national-level beautiful rural creation pilot villages, integrated various policy and project resources, and advanced specific creation work according to local conditions. It launched ten major models of beautiful rural creation, carried out related research on theory, policy, and technology, and undertook the drafting organization and specific compilation work of the fourth batch of national cadre study and training textbooks, "Building a Beautiful China". At the same time, it built exchange platforms for beautiful villages such as the Beautiful Village Expo and the “China Wanfenglin Beautiful Village Summit”, and carried out a series of activities such as “China Beautiful Village Happy Journey”, effectively promoting the formation of an upsurge of beautiful rural creation across the country. Next, the Ministry of Agriculture will take the release of the "Guidelines for the Construction of Beautiful Villages" as an opportunity to guide all regions to plan beautiful rural construction to high standards in accordance with the requirements of the "Guidelines", organize relevant experts and scholars to formulate local implementation rules based on the "Guidelines", and make the "Guidelines" the main basis for the selection, confirmation, and evaluation of pilot villages for beautiful rural creation in the next step.
At the meeting, relevant persons in charge of the Zhejiang Provincial Administration of Quality and Technical Supervision and Anji County of Zhejiang Province also respectively introduced the pilot standardization situations for beautiful villages in Zhejiang Province and Anji County.
