How does informatization lead the transformation and upgrading of modern agriculture?
Agricultural informatization is an important hallmark of agricultural modernization. Advancing agricultural informatization is an urgent necessity for accelerating the transformation of the way agriculture development is conceived, the way production develops, the way agricultural products are marketed, and the way agricultural services and guidance are provided; it is also the prevailing trend. In recent years, agricultural informatization in Yancheng City, Jiangsu Province, has shown a trend of accelerating development. It took the lead nationwide in bringing agricultural information into villages and households, creating 1 national-level pilot county and 3 provincial-level pilot counties, and building 215 village-level "Yinong Information Service Cooperatives," ranking among the top in the province in both number and quality of construction. It took the lead in Jiangsu Province in carrying out demonstration applications of Internet of Things technology for field crops, building 20 grain crop agricultural condition monitoring points, with the platform technology leading the country. It actively promoted e-commerce for agricultural products, building 7 provincial-level rural e-commerce demonstration villages, ranking second in the province, and Alibaba's Rural Taobao East China No. 1 Village settled in Yancheng. At present, we have already entered the "Internet Plus" era, and we should firmly seize the historical opportunity, accelerate the development of "Internet Plus agriculture," and strive to build Yancheng, a major agricultural city, into a national agricultural and rural informatization demonstration base, and green development, realizing the leap from traditional agriculture to modern agriculture and from a major agricultural city to a strong agricultural city.
1. Focus on e-commerce and advance the networking of agricultural product marketing. First, vigorously build e-commerce platforms. Actively organize and implement the "Hundred Networks, Thousand Stores" project for agricultural product e-commerce, encourage agricultural product e-commerce enterprises to connect with e-commerce platforms such as Taobao and Yihaodian, and build a Yancheng specialty local pavilion. In 2015, seizing the opportunity that the Jiangsu Provincial Agricultural Trade Fair would continue to be held in Yancheng, fully launch the construction of an online agricultural product exhibition hall, creating an "agricultural product trade fair that never ends"; accelerate the construction of an agricultural product e-mall, creating a nationally renowned agricultural product "Taobao Network." Second, strive to advance e-commerceization of specialty industries. Vigorously promote "one village, one product" and "one industry, one specialty," and comprehensively cultivate more specialty agricultural products suitable for online marketing. During the 17th Jiangsu Provincial Agricultural Trade Fair, there are plans to hold an e-commerce forum themed "Internet Plus Agricultural Products" and special matchmaking activities for the production and marketing of specialty agricultural products, screening, promoting, and organizing local specialty agricultural products to enter well-known domestic e-commerce platforms, expanding Yancheng agricultural products' online sales share. Third, focus on developing village-level service sites. Make full use of existing conditions such as village comprehensive service centers, village-level information service stations, and rural supermarkets to accelerate the construction of village-level e-commerce service sites integrating online purchase and sales, product distribution, training and guidance, Internet finance, and information services. Fourth, fully carry out e-commerce training for agricultural products. Focus on implementing the provincial "Ten Thousand People Training" plan for agricultural product e-commerce, organize personnel from specialized cooperative organizations, representatives of processing enterprises, farmer brokers, family farm owners, college student village officials, and professional farmers to participate in special e-commerce training, improving online marketing skills and levels.
2. Focus on e-services and advance the convenience of information services. First, solidly advance bringing agricultural information into villages and households. Centering on the approach of "choosing locations according to village conditions, determining types according to site conditions, government support and service guidance, enterprise participation in cooperative co-construction, and market operation for sustainable development," solidly advance the pilot work of bringing information into villages and households. It is planned that by 2017, 1,800 village-level "Yinong Information Service Cooperatives" will be built, achieving full coverage of all villages within the city. Second, continue to advance the three rural hotline service. Integrate platform resources of communication operators such as China Mobile, China Telecom, and China Unicom, actively develop users of mobile phone text messages such as "12316," "Ping'an Nongji Tong," and "Canxin Tong," comprehensively advance the institutionalization, normalization, and convenience of "12316" three rural hotline consultation services, and truly make the hotline a direct line between farmers and experts, a relay line between farmers and the market, and a connecting line between farmers and the government. Third, actively advance comprehensive information services. Make good use of and manage well the Yancheng City rural comprehensive information service platform, strengthen the updating of information content, improve service levels, and build the rural comprehensive information service platform into a convenient channel and important platform for exchanges and interaction between the broad masses of farmers and functional departments.
3. Focus on e-farming and advance the intelligentization of agricultural production. First, strengthen demonstration applications of intelligent agriculture. Centering on the goals of improving production efficiency and labor efficiency, build a number of intelligent production demonstration points for livestock and poultry and horticulture in modern agricultural parks, leading enterprises, and large-scale breeding and planting bases. In 2015, focus on organizing and implementing the full coverage project of intelligent agriculture in modern agricultural parks, building 200 intelligent agriculture demonstration points citywide. Second, strengthen demonstration applications of digital agriculture. Seize the opportunity of "Digital Yancheng" construction, build and improve agricultural geographic information platforms such as "Digital Facility Horticulture," "Digital Large-Scale Breeding," and "Digital Agricultural Product Market." Third, strengthen demonstration applications of sensing agriculture. Launch the construction of a citywide agricultural production remote monitoring and command center, with monitoring points covering key agricultural towns throughout the city, to guide agricultural production and operation activities in a timely, efficient, and scientific manner. In 2015, organize and implement the second phase of the intelligent monitoring and expert decision-making command system for grain crop agricultural conditions, build 10 more intelligent agricultural condition monitoring points, bringing the total number of monitoring points to 30, covering one third of the city's major grain-producing towns, monitoring in real time the "five conditions" of grain crops, namely seedling condition, soil moisture condition, pest and disease condition, disaster condition, and fertilizer condition, and realizing eight major functions including monitoring, collection, early warning, query, diagnosis, analysis, decision-making, and service, with the technical level leading domestically.
4. Focus on e-government and advance the efficiency of administrative management. First, advance the construction of the agricultural portal website group. In accordance with the standard of building an "Agricultural Baidu Network," revise and upgrade the city and county agricultural portal website groups. Using the agricultural portal website platform, actively build new media such as "Agricultural Government Affairs Weibo" and "Agricultural Government Affairs WeChat," and actively guide online public opinion related to agriculture. Second, launch the construction of a municipal-level agricultural data center. Seize the development opportunity of Yancheng City's "big data" industry, launch the construction of a municipal-level agricultural data center, establish and improve a scientific and reasonable mechanism for information collection, processing and analysis, sharing and integration, and application services, and provide reference for the government's macro guidance and market entities' production and operation. Third, accelerate the construction of the agricultural production command and dispatch center. Develop and build information systems such as production dispatch, administrative law enforcement, and emergency command, actively build a comprehensive agricultural command and dispatch platform, and comprehensively improve the industry supervision capacity of agricultural departments. Establish and improve administrative approval management databases for agricultural inputs such as pesticides, fertilizers, veterinary drugs, seeds, and feed, advance online handling of administrative approval and public service matters, and improve the level of service for agriculture-related enterprises and the farming masses.
Agricultural informatization construction is a systematic project, involving a wide scope and heavy construction tasks, and requires vigorous advancement in an organized, planned, and step-by-step manner. 1. It must be placed on the agenda, with planning first. Recognize the general trend and tendency of accelerating agricultural informatization, truly think about agriculture, plan agriculture, and build agriculture with "Internet Plus" thinking, include advancing agricultural informatization in important work agendas, and run informatization through the entire process of agricultural departments performing their duties and tasks, through the entire process of modern agricultural construction, and through the entire process of "three rural" services. 2. The system must be improved and quality enhanced. Strengthen the construction of the city, county, and township three-level service system, strengthen quality training for information staff, and provide strong organizational and talent guarantees for carrying out informatization work. 3. Policies must be fully used and investment sought. Actively seek government financial support and set up special working funds for agricultural informatization. Strengthen communication and collaboration with departments such as commerce, development and reform, industry and information technology, and science and technology, and seek project funding investment for agricultural informatization. Guide large e-commerce companies, communication operators, and agriculture-related enterprises to participate in agricultural informatization construction, and accelerate the formation of a new investment pattern under government leadership with diversified investment entities and market-oriented operation and maintenance. 4. Resources must be integrated and full efforts made to advance. With the help of external forces, integrate various types of agriculture-related information resources from departments such as meteorology, statistics, prices, commerce, and science and technology, and provide reliable and stable sources of information content for the information platform. Gather internal forces, integrate forces within the agricultural system, build the platform well, use the platform well, and manage the platform well, and effectively overcome the phenomena of "valuing construction over maintenance" and "valuing facilities over content." 5. Typical demonstrations must be used for radiating and driving effects. Adopt multiple measures to encourage and guide agricultural market entities to actively demonstrate and apply modern information technology, create a number of typical agricultural informatization development examples in areas such as bringing information into villages and households, agricultural product e-commerce, and agricultural Internet of Things, and drive the overall improvement of informatization levels in different regions and different fields.
