The Fifth Plenary Session of the 18th CPC Central Committee is busily discussing and formulating the “13th Five-Year Plan”. Among the goals and tasks of the “13th Five-Year Plan” previously released by the official WeChat account of People's Daily, accelerating the pace of agricultural modernization is one important task. During the “13th Five-Year Plan” period, efforts must be focused on coordinating urban and rural development and advancing the orderly urbanization of migrant workers. A Beijing agricultural issues expert told Ta Kung Pao that the other side of the urbanization of migrant workers is urbanization itself; on the one hand, this helps raise farmers' living standards and brings greater space for rural development, and on the other hand it can also promote urban economic development.

Hong Kong, China's Ta Kung Pao reported that during the “11th Five-Year Plan” and “12th Five-Year Plan” periods, China's agricultural production enjoyed consecutive bumper harvests and farmers' incomes continued to grow rapidly. The “13th Five-Year Plan” period is the final five years of the sprint to build a moderately prosperous society in all respects, and also a key five years for accelerating agricultural modernization and achieving the “synchronization of the four modernizations”.

Li Guoxiang, a researcher at the Rural Development Institute of the Chinese Academy of Social Sciences, said that the implementation of strategies such as the “Belt and Road” will help Chinese agricultural product enterprises go global, and will also help domestic enterprises make full use of both domestic and international markets and resources. The impact of “Internet Plus” on agricultural product trade is even more obvious, because connecting production and sales through e-commerce can greatly reduce intermediate links in distribution, which is conducive to the development of agricultural product trade.

The development direction of the “13th Five-Year Plan” is to advance agricultural modernization, transform the mode of agricultural development, and further consolidate the foundational position of agriculture, so as to provide strong foundational support and guarantees for economic and social development. Specifically, efforts must be focused on coordinating urban and rural development and advancing the orderly urbanization of migrant workers.

Li Guoxiang said that in plain terms, the urbanization of migrant workers means migrant workers moving into cities, so its other side is urbanization. China has a large agricultural population; on the one hand, the urbanization of migrant workers helps raise their living standards and brings greater space for rural development, and on the other hand it can also promote urban economic development.

Grain self-sufficiency rate maintained above 95%

For a long time, because China's grain imports have increased year by year, concerns about China's food security have never ceased. In response, Minister of Agriculture Han Changfu said that during the “13th Five-Year Plan” period, China's population will continue to increase, urbanization will advance rapidly, and the consumption structure will further upgrade, driving continued rigid growth in grain demand, so ensuring grain supply security remains the primary task of agricultural and rural development. Han Changfu said that according to the current supply-demand relationship, during the “13th Five-Year Plan” period we will not pursue continuous increases every year, but we must keep grain output generally stable, and in particular consolidate and enhance grain production capacity, ensure that the Chinese people's rice bowl is firmly held in our own hands, and that it is mainly filled with Chinese grain. Therefore, during the “13th Five-Year Plan” period, the grain self-sufficiency rate will be maintained above 95%, and self-sufficiency in staple grains such as rice will reach 100%.
