National Grain Administration: Summer grain hits a new high of 282.1 billion jin, autumn grain purchasing gets underway

On the morning of the 9th, the National Grain Administration announced the progress of this year's summer grain purchasing in China and the preparations for autumn grain purchasing.

This year, China's summer grain output hit a new high again, reaching 282.1 billion jin, an increase of 8.9 billion jin year on year. At the same time, summer grain purchasing in the main producing areas proceeded smoothly. The peak summer purchasing season is now basically over, and purchase volumes in the main producing areas for wheat and early indica rice both showed a downward trend year on year.

Qin Yuyun, deputy inspector of the Regulation Department of the National Grain Administration, said that according to statistics, as of September 30, 11 main producing areas including Hebei had purchased a total of 132.6 billion jin of wheat, a decrease of 14.6 billion jin year on year, and 8 main producing areas including Jiangxi had purchased a total of 15.9 billion jin of early indica rice, a decrease of 1.1 billion jin year on year. The main reason for the decline in purchases was that continuous rain during harvest in some areas caused a relatively large number of wheat kernels to exceed the standard for unsound kernels.

Preparations in various places are now basically complete, and autumn grain purchasing is getting underway one after another. Qin Yuyun, deputy inspector of the Regulation Department of the National Grain Administration, said that at present, mid-to-late indica rice purchasing has gotten off to a good start.

Qin Yuyun said that at present, newly produced mid-to-late indica rice in the south has already hit the market, and the three provinces of Anhui, Sichuan and Hubei have activated the plan for implementing the minimum purchase price for mid-to-late rice. According to statistics, as of September 30, 6 main producing areas including Jiangsu had purchased a total of 2.91 billion jin of mid-to-late indica rice, an increase of 800 million jin year on year.

Regarding the temporary purchase and storage of corn, this year's temporary corn storage purchasing began on November 1, with a listed purchase price of 1 yuan/jin.

Qin Yuyun told reporters that Sinograin Corporation is the main body implementing the policy, while COFCO Group, Chinatex Corporation and AVIC Industry Group serve as supplementary forces and, entrusted by Sinograin Corporation, undertake purchasing and storage tasks. At the same time, this year's temporary corn purchase and storage will strictly implement national quality standards. Corn that fails to meet the quality requirements shall be purchased by local governments.

Gu Hongming, deputy director of the Research Office of the General Office of Sinograin Corporation, said that this year a one-card system for policy-based grain purchasing will be comprehensively promoted and applied in autumn grain purchasing, covering all 15 provinces and regions that carry out the market-supporting temporary storage task.

Qin Yuyun pointed out that directly affiliated enterprises will uniformly undertake loans, settle and pay purchasing funds for all entrusted purchasing and storage depots, changing the previous "unified borrowing and separate management" of purchasing funds to "unified borrowing and unified management," strengthening supervision and control over the purchasing and storage behavior and purchasing pace of entrusted purchasing and storage depots, and preventing violations.
