Han Changfu stresses enhancing the sense of urgency and responsibility for building ecological circular agriculture
On November 8-9, the Ministry of Agriculture held a national on-site exchange meeting on ecological circular agriculture in Quzhou City, Zhejiang Province, to exchange practices and experiences from various regions in developing ecological circular agriculture and to study and deploy key tasks for the period ahead. Minister of Agriculture Han Changfu pointed out at the meeting that accelerating the building of ecological circular agriculture is a strategic choice for developing modern agriculture in the new era. Agricultural departments at all levels should actively adapt to the new situation and new requirements, unswervingly implement the new development concepts of innovation, coordination, green, openness and sharing proposed at the Fifth Plenary Session of the 18th CPC Central Committee, further enhance the sense of urgency and responsibility for accelerating the transformation of the agricultural development model and building ecological circular agriculture, forge ahead, tackle difficulties head-on, and fully promote ecological circular agriculture to continuously achieve new results and push modern agriculture onto the path of sustainable development. Governor of Zhejiang Province Li Qiang attended the meeting and delivered a speech.
Han Changfu pointed out that the great significance of developing ecological circular agriculture must be fully recognized. In recent years, China's modern agriculture has been advancing rapidly and has achieved tremendous results, but the pressure on agriculture to ensure supply, ensure income, ensure safety and ensure ecology has been growing. Agricultural development has reached a new historical stage in which greater attention must be paid to the rational use of resources, to protecting the ecological environment, and to promoting sustainable development. Drawing on the essence of traditional agriculture and carrying forward agricultural civilization urgently requires inheriting and developing ecological circular agriculture; solving development difficulties and accelerating modern agriculture construction urgently requires vigorously developing ecological circular agriculture; implementing the new development concepts and advancing ecological civilization construction urgently requires accelerating the development of ecological circular agriculture.
Han Changfu stressed that in recent years, agricultural departments at all levels across the country have adhered to green development, circular development and low-carbon development, effectively taking ecological circular agriculture as an important lever for accelerating the transformation of the agricultural development model and advancing modern agriculture construction at present and for a period ahead. Understanding of developing ecological circular agriculture has become increasingly deep, work approaches increasingly clear, and measures and methods increasingly definite. Positive results have been achieved and valuable experience accumulated in building ecological circular agriculture. An institutional framework for the development of ecological circular agriculture has been preliminarily established, planning guidance for the development of ecological circular agriculture has been further strengthened, a number of key ecological circular agriculture projects have been implemented, a demonstration and driving system for ecological circular agriculture has been preliminarily built, and a number of technical models for advancing ecological circular agriculture have been explored and promoted.
Han Changfu stressed that the general requirements for developing ecological circular agriculture in the new era are to earnestly implement the spirit of the Fifth Plenary Session of the 18th CPC Central Committee and the central government's deployment requirements on ecological civilization construction, firmly establish the development concepts of innovation, coordination, green, openness and sharing, take accelerating agricultural modernization as the central goal, take accelerating the transformation of the agricultural development model as the main line, take safeguarding national food security and promoting sustained and relatively rapid increases in farmers' incomes as the primary task, strive to advance the economical use of agricultural resources, cleaner production processes, ecological industrial chains and resource-based utilization of waste, and follow a path of agricultural modernization featuring high output efficiency, safe products, resource conservation and environmental friendliness. At present and for a period ahead, in developing ecological circular agriculture, the following tasks must be focused on: adhere to overall coordination and optimize the industrial structure; adhere to reduction as the priority and advance cleaner agricultural production; adhere to circular utilization and advance the resource-based utilization of agricultural waste; adhere to combining land use with land nurturing and advance the protection and improvement of cultivated land quality; adhere to placing equal emphasis on development and protection and advance the conservation of agricultural resources.
Han Changfu pointed out that building ecological circular agriculture is a long-term task and a systematic project. Agricultural departments at all levels should enhance their sense of being the main actor, strengthen organizational leadership, policy creation, pilot demonstrations, scientific and technological support, publicity and training, and cultivate new types of entities, and with a highly responsible attitude, firmly and effectively carry out ecological circular agriculture work and achieve results.
The meeting was chaired by Vice Minister of Agriculture Zhang Taolin. Vice Governor of Zhejiang Province Huang Xuming, Chief Economist of the Ministry of Agriculture Bi Meijia and others attended the meeting. Representatives from Zhejiang, Sichuan, Fujian, Jiangsu, Gansu, Hubei and other provinces made exchange speeches at the meeting, and meeting representatives also visited on-site ecological circular agriculture construction sites in Zhejiang Province.
