In recent years, Liaoning Province has attached great importance to facility vegetable production, increased investment and strengthened construction, showing good development momentum. In 2015, the province's facility vegetable area exceeded 10 million mu, and the solar greenhouse area reached 7.8 million mu, ranking first in the country.
Strengthening policy impetus to achieve leapfrog development of the facility vegetable industry. Starting in 2008, the Liaoning provincial government launched a 10-million-mu facility agriculture construction project, and the provincial finance department allocated a special fund of 800 million yuan each year for subsidies for the construction of facility communities. While advancing the overall effort, in 2010 the provincial government specially allocated 1 billion yuan to support Chaoyang City in implementing a 1-million-mu facility agriculture construction project. Driven by policies, since 2011, the province's facility vegetables have achieved leapfrog development at an average annual rate of more than one million mu of new additions.
Implementing departmental coordination to jointly advance the development of the facility vegetable industry. The provincial government established a facility agriculture construction promotion group, headed by the governor, with clear division of labor and joint promotion. The agriculture department is responsible for formulating plans, refining construction standards, setting out target tasks, and organizing supervision and inspection, project acceptance, and performance evaluation. The finance department is responsible for raising funds, taking a land area of 50 mu as the standard unit for a facility vegetable community, and providing subsidies based on actual conditions after acceptance. The power department formulates supporting power facilities according to the facility community construction plan to ensure electricity needs for production. The water conservancy department is responsible for water source project construction to ensure production water for facility communities. The financial sector increases loan support and mobilizes social capital to participate in the construction of facility communities.
Implementing project-driven development to strengthen scientific and technological support for the facility vegetable industry, using projects as a driver to achieve simultaneous advancement of area expansion and technological improvement. Factory-based seedling centers are built according to the method of construction first and subsidy later. In 2014, the provincial finance department arranged a special subsidy fund of 150 million yuan. At present, 318 seedling centers have been built, including 166 high-standard multi-span seedling centers. In 2014, 2 provincial-level modern facility vegetable demonstration zones were built, each with an area of 1,000 mu. With the support of the Ministry of Agriculture, a total of 113 vegetable standard gardens have been created, and 3 winter facility vegetable bases in northern cities have been built; in 2015, the provincial finance department arranged another 100 million yuan to support the construction of provincial-level facility vegetable standardized communities, and 122 communities were actually completed for the year. Promoting technologies for improving quality and efficiency of facility vegetables, while also supporting the promotion of advanced technologies such as straw bio-reactors and integrated water and fertilizer management. In 2015, the province's scale of optimized energy-saving solar greenhouses reached 4.76 million mu, accounting for 61% of the stock.
Based on service promotion, closely focusing on the three key links of pre-production, mid-production, and post-production, a support service system for the facility vegetable industry is being built. Strengthening the construction of the vegetable technology promotion system, the agriculture departments in major production areas have separately established vegetable management and service institutions, and established a vegetable professional technical service team with strong technology and efficient service. Strengthening the construction of the material supply guarantee system, all localities attach importance to the improvement and enhancement of supply chains for vegetable seedlings, chemical fertilizers and pesticides, production materials, and so on, providing high-quality and low-cost supporting services for solar greenhouse construction, and key areas have formed professional solar greenhouse construction teams. Strengthening the construction of the vegetable market system, the province has built 655 agricultural product wholesale markets at all levels, including 181 vegetable wholesale markets and 30 wholesale markets designated by the Ministry of Agriculture. The service scope of the Jinnong 12316 hotline and the Jinnong network platform has continued to expand, and the construction of e-commerce platforms is advancing rapidly. Through multiple measures, vegetable logistics has been smoothed, and more than 50% of the province's winter and spring facility vegetables are sold to other provinces.
