Briefing and Study Session on the Newly Revised Seed Law Held in Ji'an City

On January 8, the briefing and study session on the newly revised Seed Law of Ji'an City was held in Xingan County. Attendees included relevant officials from the Provincial Seed Bureau and other members of the briefing group, officials from the Municipal Seed Bureau, heads of the seed bureaus (stations) of each county (city, district), and some seed dealers.

At the meeting, the head of the Market Section of the Provincial Seed Bureau gave a detailed and comprehensive explanation of the newly revised Seed Law. The five major principles of the revision are: (1) encourage independent innovation, strengthen the protection of new plant varieties, and prohibit and crack down on counterfeiting and infringement; (2) streamline the institutional mechanisms for breeding innovation and strengthen support for basic, frontier and public-interest breeding research; (3) give play to the market-leading position of seed enterprises and guide and support them to become larger and stronger; (4) safeguard seed industry security and biosafety; (5) establish whole-process supervision under market guidance. The main content of the newly revised Seed Law covers eight major areas, including germplasm resource protection, breeding innovation institutional mechanisms, variety management, new plant variety protection, supervision and management, newly added and reduced administrative licenses, support measures, and legal liability.

After the briefing, all participants held active discussions on issues related to the new Seed Law and gained a deeper understanding of the new law.
