On November 24, it was learned from the Grain Bureau that the National Grain Bureau recently held a symposium in Beijing on the grain industry's implementation of the Beijing-Tianjin-Hebei coordinated development strategy and the preparation of the “13th Five-Year Plan”, to summarize and exchange the progress of the three regions' grain industries in advancing coordinated development, and to conduct in-depth study on further implementing the Beijing-Tianjin-Hebei coordinated development strategy and doing a good job in preparing the “13th Five-Year Plan” for the coordinated development of the Beijing-Tianjin-Hebei grain industry.

Ren Zhengxiao, Secretary of the Party Leadership Group and Director of the National Grain Bureau, fully affirmed the progress and initial results achieved by the Beijing-Tianjin-Hebei region in promoting the coordinated development of the grain industry, and put forward three requirements for the grain industry's implementation of the Beijing-Tianjin-Hebei coordinated development strategy and the preparation of the “13th Five-Year Plan”. First, it is necessary to fully understand the great significance of implementing the Beijing-Tianjin-Hebei coordinated development strategy. The Beijing-Tianjin-Hebei coordinated development is a major strategic deployment made by the central government and a major strategic opportunity for the coordinated development of the grain industries of the three regions. The national grain industry, especially the grain departments of the three regions, must earnestly shoulder the major political responsibility of comprehensively implementing the Beijing-Tianjin-Hebei coordinated development strategy, optimize the industrial structure and layout of grain circulation, improve the market system, strengthen the alignment of grain circulation policies, and comprehensively enhance the capacity to guarantee the safety of grain collection, storage and supply, so as to ensure grain security in the Beijing-Tianjin-Hebei region. Second, it is necessary to earnestly and solidly prepare the “13th Five-Year Plan” for the development of the Beijing-Tianjin-Hebei grain industry. The grain industries of the three regions should give full play to their complementary and cumulative advantages, jointly put forward special recommendations for the coordinated development of the Beijing-Tianjin-Hebei grain industry during the “13th Five-Year Plan” period, make overall plans for warehousing, logistics, processing and market construction, promptly sort out major projects that need to be aligned and implemented, and achieve organic alignment with the national grain industry's “13th Five-Year Plan” development plan. Third, it is necessary to actively and steadily advance the coordinated development of the Beijing-Tianjin-Hebei grain industry. The grain industries of the three regions should continue to consolidate and improve the joint working mechanism, accelerate the pace of coordinated development, and the National Grain Bureau will do a good job in top-level design and vigorously support the integrated coordinated development of Beijing-Tianjin-Hebei.
