Xi Jinping stresses food safety: strictly guard every line of defense from farm to table

The Political Bureau of the CPC Central Committee held its 23rd group study session on the afternoon of May 29 on improving the public safety system.

Xi Jinping, general secretary of the CPC Central Committee, stressed while presiding over the study session that public safety is linked to millions of households, and ensuring public safety concerns the safety of people's lives and property and the overall situation of reform, development and stability. We must firmly establish the concept of safe development, consciously understand the maintenance of public safety in the context of safeguarding the fundamental interests of the overwhelming majority of the people, do a solid job in public safety work, and strive to weave an all-dimensional, three-dimensional public safety net for the people to live and work in peace and contentment, for social stability and order, and for the long-term peace and stability of the country.

1 Be safe but do not forget danger, be well-governed but do not forget chaos

Xi Jinping stressed that the 18th National Congress of the Communist Party of China proposed strengthening the construction of the public safety system, the Third Plenary Session of the 18th CPC Central Committee proposed institutional and mechanism reform tasks concerning food and drug safety, social security prevention and control and other aspects centering on improving the public safety system, and the Fourth Plenary Session of the 18th CPC Central Committee put forward requirements for strengthening public safety legislation and advancing the rule of law in public safety. All regions and departments have done a great deal of work in accordance with these decisions and arrangements and achieved positive results.

Xi Jinping pointed out that at present, China's public safety situation is generally good. At the same time, we must be safe but do not forget danger, be well-governed but do not forget chaos, enhance our awareness of potential dangers and sense of responsibility, and always maintain a high degree of vigilance. To maintain public safety, we must adhere to a problem-oriented approach, start with the issues that the people reflect on most strongly, attach great importance to and effectively resolve some prominent contradictions and problems facing public safety, focus on strengthening weak links, plugging loopholes and eliminating hidden dangers, and focus on key points, key links and weak links to continuously improve the level of public safety.

2 Effectively strengthen food and drug safety supervision

Xi Jinping stressed that we must effectively carry out comprehensive management of social security, with one hand grasping special crackdowns and rectification and the other hand grasping source-based and foundational work, innovate the social security prevention and control system, optimize the social environment for public safety governance, and focus on resolving deep-seated problems affecting social stability.

We must effectively improve the quality and safety level of agricultural products, make greater efforts to ensure the quality and safety of agricultural products, improve the quality and safety supervision system for agricultural products, and make ensuring quality and safety a key link in transforming the agricultural development model and adjusting the structure, so that the people can eat safely and with peace of mind.

We must effectively enhance our ability to withstand and respond to natural disasters, and adhere to the unity of normal disaster reduction and extraordinary disaster relief. We must effectively carry out work safety, adhere to people-oriented principles and the supremacy of life, comprehensively implement the work safety responsibility system and the implementation of management, prevention, supervision, inspection, and reward and punishment measures, and refine and implement the leadership responsibilities of Party committees and governments at all levels, the regulatory responsibilities of relevant departments, and the main responsibilities of enterprises.

3 Incorporate public safety education into the national education system

Xi Jinping pointed out that to maintain public safety, we must start with establishing and improving long-term mechanisms and accelerate the improvement of the public safety system. Party committees and governments at all levels must effectively shoulder the political responsibility of “promoting development in one area and safeguarding peace in one area” and clearly define and strictly implement the responsibility system. We must persist in addressing both symptoms and root causes, persist in moving the threshold forward, strengthen daily prevention, strengthen source governance and front-end handling, establish and improve a public safety situation analysis system, and promptly eliminate hidden public safety dangers.

Xi Jinping stressed that to maintain the public safety system, we must start from the most basic places. We must make the frontline at the grassroots level the main battlefield for public safety, persist in shifting the center of gravity downward, sinking strength downward, and tilting safeguards downward, and realize grid-based and integrated urban and rural safety supervision, law enforcement and comprehensive management. We must improve the level of refinement of the public safety system, and every link must be considered and planned in depth. We must build a network of human, physical and technical prevention for public safety and realize the overall coordination of personnel quality, facility safeguards and technological application. We must earnestly draw lessons from various public safety incidents and promote good methods and good experience in maintaining public safety at the grassroots frontline.

Xi Jinping pointed out that we must adhere to the mass viewpoint and the mass line, expand effective channels for the people to participate in public safety governance, incorporate public safety education into the national education and spiritual civilization construction systems, strengthen public welfare publicity on safety, improve the social psychological intervention system for public safety, actively guide social public opinion and public sentiment, and mobilize the forces of the whole society to maintain public safety.
