Informatization becomes an important driver of modern agricultural development
As the Central Rural Work Conference approaches, market expectations for the 2016 No. 1 Central Document are steadily rising. Experts say the new No. 1 Document will continue to focus on agricultural modernization. With the rapid penetration of the Internet into agriculture and strong policy support for the development of agricultural IoT, rural e-commerce and other fields, agricultural informatization will become the focus of agricultural policy in the future.
Recently, the Ministry of Science and Technology held a symposium on drafting the “13th Five-Year” plan for agricultural and rural science and technology innovation. The meeting held that it was suggested that this planning exercise further strengthen the coordinated resource input for research projects, platforms and talent development, and properly coordinate the relationship between nationwide common issues and regionally differentiated development. Under strong policy impetus, segmented industries such as rural e-commerce and agricultural informatization will encounter rapid development opportunities.
Agricultural informatization is an important driver of agricultural modernization and can effectively resolve the difficulties faced in food security and food safety. At present, some of China's agricultural products have a relatively high degree of dependence on foreign sources, large domestic and international price differentials, and a continuously shrinking area of cultivated land, and these must be resolved by relying on the means of agricultural modernization to improve agricultural production efficiency.
⟦NL> With the development of information and Internet technologies and their application in the agricultural industry chain, the Internet of Things and big data make information between the providers of agricultural inputs, finance and technology services and farmers more symmetrical, which will effectively shorten the length of the agricultural industry supply chain and greatly improve the efficiency of resource allocation in the agricultural industry chain.
This year, from various ministries and commissions to the State Council, relevant policies have continued to be issued to support the development of rural e-commerce. The Ministry of Commerce's “Internet + Circulation” Action Plan set e-commerce entering rural areas as its first major goal. The State Council executive meeting also made a special deployment for accelerating the development of rural e-commerce. On November 9, the General Office of the State Council issued the Guiding Opinions on Promoting the Accelerated Development of Rural E-commerce. On November 17, the Ministry of Finance issued the Guiding Opinions on Supporting Advantageous and Characteristic Agricultural Industries through Comprehensive Agricultural Development to Promote the Development of Agricultural Industrialization, encouraging the development of “Internet + Agriculture” and actively supporting the construction of e-commerce platforms for advantageous and characteristic agricultural products. On November 23, the State Council published the Guiding Opinions on Actively Giving Play to the Leading Role of New Consumption and Accelerating the Cultivation of New Supply and New Momentum, stating that it supports various types of social capital in participating in the construction of agriculture-related e-commerce platforms and promotes the combination of offline industrial development platforms and online e-commerce trading platforms.
