Feasibility study report for the National Corn Seed Production Base Construction Project approved
Recently, the National Development and Reform Commission officially approved the feasibility study report for the National Corn Seed Production Base (Gansu) Construction Project. This project is the largest agricultural project in terms of investment scale in Gansu Province for many years. After the project is completed, it will effectively raise the level of standardized and large-scale production of corn seed in Gansu and even our country, as well as seed quality, and is of great significance for safeguarding national food security.
It is reported that, according to the National Plan for Increasing Grain Production Capacity by 100 Billion Jin, the state will strengthen the construction of the hybrid corn base in the Hexi Corridor of Gansu. After study by the National Development and Reform Commission together with the Ministry of Agriculture and other departments, it was decided to organize and implement the National Corn Seed Production Base (Gansu) Construction Project in Gansu Province, so as to provide experience and reference for the full implementation of the national corn seed production base construction project. Accordingly, the Provincial Development and Reform Commission commissioned China International Engineering Consulting Corporation to complete and formally submit the Feasibility Study Report for the National Corn Seed Production Base (Gansu) Construction Project. After inviting leaders of the National Development and Reform Commission and relevant experts to conduct on-site surveys and research, and after convening relevant meetings for review, demonstration, and revision and improvement, the National Development and Reform Commission officially approved the project feasibility study report. The project has an estimated total investment of 575 million yuan, of which the National Development and Reform Commission provides a fixed subsidy of 341 million yuan. The main construction content includes transforming 300,000 mu of standardized corn seed production bases through the implementation of land leveling, farmland water conservancy, field roads, and farmland shelterbelts and other works. The bases are mainly distributed in Ganzhou District of Zhangye City, Linze County, and Gaotai County, Suzhou District of Jiuquan City, Liangzhou District of Wuwei City, and Hui County of Longnan City.
The implementation of the National Corn Seed Production Base (Gansu) Construction Project will give full play to Gansu Province's uniquely favorable natural resources, technical strength, and locational advantages. After the project is completed, the level of standardized and large-scale production of corn seed and seed quality will be significantly improved, the per-mu yield of improved seed will remain stable at more than 460 kg, the annual output of improved corn seed will be 138,000 tons, and the ability to ensure corn seed supply will be notably enhanced, which is of great significance for safeguarding national food security. The Provincial Development and Reform Commission will, in accordance with the spirit and requirements of the state approval document, actively organize and coordinate relevant departments to carry out the project's preliminary design and other work, implement all construction conditions, establish and improve project construction and management systems, and promote the early launch and implementation of the project.
