Website news  On June 4, Han Changfu, Secretary of the Party Leadership Group and Minister of the Ministry of Agriculture, presided over a Party Leadership Group meeting to study the development of a new type of think tank for agricultural and rural economic development. The meeting stressed the need to earnestly study and implement General Secretary Xi Jinping's important instructions and expositions on the development of a new type of think tank with Chinese characteristics, as well as the spirit of the "Opinions on Strengthening the Development of a New Type of Think Tank with Chinese Characteristics" issued by the General Office of the CPC Central Committee and the General Office of the State Council, earnestly strengthen the development of a new type of think tank for agricultural and rural economic development, establish and improve an intellectual support system for major decisions of agricultural departments, promote scientific, democratic and law-based decision-making, and promote the sustained and healthy development of the agricultural and rural economy.

The meeting pointed out that establishing the Ministry of Agriculture Expert Advisory Committee is the top priority in think tank development work. The Ministry of Agriculture Expert Advisory Committee is a high-level, comprehensive high-end think tank in the "three rural" fields that directly serves the Party Leadership Group of the Ministry. Preparatory and organizational work must be carried out promptly to build a platform for all parties to offer suggestions and advice for the "three rural" fields. At present, the focus should be on selecting influential experts with organizational and rallying power, establishing a strategic, comprehensive and forward-looking expert think tank, striving to attract academic authorities and leading talents from various fields, and effectively enhancing the influence and advisory service level of the advisory committee. Rules should be further refined, operational safeguards strengthened, and the enthusiasm and initiative of experts fully mobilized, so that high-level, constructive and practically useful advisory suggestions can be promptly provided around research on major issues such as the "13th Five-Year Plan". Relevant departments and units should also attach importance to giving play to the role of expert think tanks, further establish and improve advisory and consultative organizations, improve operating mechanisms, and provide professional and efficient advisory services for industry development.

The meeting stressed the need to plan and build high-end think tanks for agricultural and rural economic development. The "Opinions" of the General Office of the CPC Central Committee and the General Office of the State Council clearly proposed focusing on building 50 to 100 specialized high-end think tanks that are urgently needed by the country, distinctive in features, innovative in systems and leading in development, and supporting the launch of pilot projects for building high-end think tanks. Many units under the Ministry of Agriculture have comprehensive or industry-specific expert advisory organizations, and many research institutes and universities outside the Ministry also have "three rural" advisory bodies. It is necessary to seize the favorable opportunity, scientifically integrate intellectual resources inside and outside the Ministry, strengthen overall coordination, optimize resource allocation, and promote the building of several high-end think tanks for agricultural and rural economic development.

⟦NL> The meeting required strengthening policy research work of research institutions affiliated with the Ministry. Relevant departments and units affiliated with the Ministry of Agriculture should focus on the center and serve the overall situation, further strengthen strategic and forward-looking research on major decisions, continuously strengthen analysis and research on current work, and put forward professional, targeted and operable policy suggestions. The Ministry of Agriculture Expert Advisory Committee and other think tank development should be closely combined with and complement the organs' own research work, providing support for the sustained and healthy development of the agricultural and rural economy.

The meeting also studied other matters.
